Juan Álvarez Mendizábal
Juan Álvarez Mendizábal , born Juan Álvarez Méndez (Cadiz, the February 25th 1790 - Madrid, the November 3rd 1853) was an economist and Spanish politician.
Wire of a commercial father of clothing and a mother of Jewish origin, it is high in the mediums of finance, works in a bank, then in the military administration. It enters the maconnic cabin " Sublime Tailleur".
In 1820, it is charged with the supply of the troops sent by Ferdinand VII to subdue the revolts of the colonies of America. It benefits from this situation to finance the rising of Rafael del Riego. During the Civil war of 1820-1823, it ceases being a civil servant, and takes an active part in the revolts against the absolutism.
When Ferdinand VII restores its absolute capacity, in 1823, Mendizábal emigrates with the the United Kingdom with many other liberal revolutionists, and opens a trading company there.
In 1835, when Jose María Queipo de Llano becomes Prime Minister, it is named Minister of Finances. September 14th, it succeeds Queipo de Llano, while preserving the wallet of the Treasury, whereas the economic situation is very delicate because of the expenditure due to the First war carlist. The regent Marie-Christine thought that a first liberal minister could come to end from the rebellion. The program of Mendizábal included the Desamortización Eclesiástica (confiscation of part of the goods of the clergy), the immediate end of the War carlist and the elimination of the national debt.
The liberal movement, the regent and Mendizábal were supported by the new owners of the confiscated goods; this measurement however had profited only with the land big landowners. Impossibility of putting an end to the Guerre carlist forced Mendizábal to resign in 1836. But a few months later, the revolt of Granja obliged the queen to accept a radical government, and the restoration of the Spanish Constitution of 1812. Mendizábal is then named Minister for Finance, and a series of revolutionists measurement are applied (the abolition of the titles of nobility, the freedom of the press and of the edition, confiscation of the goods of the Church) until that a more moderate government is elected in 1837. Mendizábal again receives the wallet of Minister for Finance in 1843, but must a little later leave in exile the moderate ones having returned to the capacity.
It returns to Spain in 1847, and occupies a seat with the the Cortes until its death, which has occurred in 1853.
