Joseph Facal

Joseph Facal (March 12th, 1961 with Montevideo -) is a Politologue, Sociologue, chronicler and ex- politician Québécois.

Biography

Born with Montevideo in Uruguay on March 12th, 1961, Joseph Facal arrived at Quebec in 1970.

After having made its secondary studies with the college Stanislas and the College of the Jesuits in Quebec (today Saint-Charles-Garnier), it made its collegial studies with the Cégep François-Xavier-Garneau. It then obtained a baccalaureat in Political science of the University from Quebec in Montreal, a control in this same discipline but with the Université of Montreal (1986), and finally a doctorate in Sociologie of the Université of Paris-Sorbonne (Paris IV) in 1993.

Candidate demolishes Parti Québécois in the district Dorion in 1989, it is elected appointed of Fabre, in Laval, with the election of 1994, then re-elected in 1998.

Initially president of the Commission of the Education of the National Assembly of December 1994 in Quebec in March 1996 in Quebec, he is then assistant member of Parliament of the Prime Minister for Quebec, Mister Lucien Bouchard, of January 1996 in Quebec in September 1998 in Quebec.

Named deputy secretary with the Canadian intergovernmental Businesses in September 1998 in Quebec, it occupies this function until January 2002 in Quebec. From March 2001 in Quebec in January 2002 in Quebec, he is Minister for the Relations with the citizens and Immigration. Appointed then president of the the Council of the treasure and minister of state with the Administration and the Public office in January 2002 in Quebec, it occupies this load until April 2003 in Quebec. He is also chronicler for the Newspaper of Montreal and the Newspaper of Quebec, like with the television program Bazzo.tv. He is also one of the signatories of the Manifeste for lucid Quebec.

He is the author of the Decline of the Canadian federalism , published at VLB in 2001 and of Political will and medical capacity. Birth of the health insurance in Quebec and the United States, published at Boreal in 2007. From 2003 to 2005, he was also chronicler for the newspaper the Businesses and, of 2003 to 2006, with the radio broadcast Present indicative, diffused on the waves of Radio-Canada.

Joseph Facal supported Pauline Marois against André Boisclair in the race with the direction of the Québécois Party, following the departure of Bernard Landry in 2005.

Part of the life of Joseph Facal is told in documentary the the Heirs to the black sheep of Jacques Godbout. He is married and father of a boy and a girl.
