Josep Borrell
Josep Borrell Fontelles (born the April 24th 1947 with Pobla de Segur (Lleida)) is a Spanish Politician , member of the Catalan Socialist party ( Partit dels Socialistes Catalunya ), him even member of the Spanish working Socialist party, and thus of the European Socialist party.
July 20th 2004, it is elected president of the European Parliament (date on which he gave up his mandate of deputy of Barcelona), thanks to an agreement between the European Popular party and the European Socialist party.
Spanish deputy at the time of legislatures III, IV, V and VI.
He was until 2004 one of the 105 members of the Convention on the future of Europe charged to write the Traité establishing a Constitution for Europe, as a Spanish deputy.
Separated, two children.
Aeronautical engineer. Control in energy-savings with the French Petroleum Institute with Paris. Science doctor economic (Universidad Complutense) and professor of economy in the same university of Madrid. Member of the office of the PSOE.
Political career
It began its political career in 1979 when it was elected member of the regional government of Madrid and obtained delegations in the field of the fiscal policy. In 1982, he was elected general secretary of the Budget and the Public expenditure within the Spanish ministry for Finances. Two years afterwards, it was named Secretary of State to Finances. In 1991, it was named Minister for public Constructions, Transport and the Environment.
In 1998 it was elected president of the party and is candidate for the following elections. However, it counted neither on the sympathy of the direction nor on that of the press close to the PSOE. In 1999 an tax evasion having touched two of his/her former colleagues within the ministry for Finances was discovered. Enemies of Borrell were behind this discovery. It then had to give up its station.
In 1999, he is elected president of the Joint Committee of “Las the Cortes” for the European Union and in 2000, was re-elected at the same station. In 2002, he was elected like Spanish member of Parliament to the European Convention of 2004.
Anecdote
He is prize winner of the Prix of the English rug which is a civic price of unworthiness, allotted to a member of “the French elite” which particularly was characterized by its eagerness to promote the domination of Anglo-American in France to the detriment of the French language.
