Joint Organization of co-operation as regards armament
The joint Organization of co-operation as regards armament (OCCAr) gathers for the moment six Member States: France, Germany, the United Kingdom, Italy, Belgium and Spain.
History
OCCAr was created the November 12th 1996 by the France, the Germany, the the United Kingdom and the Italy. Drawing the conclusions from the failure of the fastening of OCCAr to the Western European Union, the four countries partners ratified a convention on September 9th, 1998 in order to establish the legal status of the organization.This convention is coming into effect on January 28th, 2001, by ratification. Date to which OCCAr acquired the legal personality and became able to sign from the contracts on behalf of the governments recipients to the Organization.
The Belgium joined OCCAr on May 27th, 2003 and the Spain on January 6th, 2005.
The Turkey, which takes part in the program Airbus A400 M managed by OCCAr, but did not require, for the moment, to become member of OCCAr. Spain had taken part in this program A400 M before rejondre the organization.
Finalities, principles and operation
The objective of this agency is to rationalize the co-operation as regards control of the programs of armament.The great principles of this organization are:
- the installation of transnational integrated teams and the implementation of powerful and modern methods of control of the programs,
- consolidation and the development of the industrial and technological Base of defense (BITD) European,
- the total application of the principle of " just retour" industrialist in a multiannual way and on several programs,
- the preference given, in the decisions of acquisition of military materials, with equipment developed with the participation of members of OCCAr within the framework of this organization.
OCCAr, whose seat is with Bonn (Germany), is directed by a board of trustees made up of the Ministers for the Defense of the Member States.
Managed programs
OCCAr manages the following programs:-
Franco-German program of combat helicopter Tiger;
- Franco-German programme of system of ground-to-air missiles short carried Roland/Frode;
- program free-germano-British of radar of against-battery Cobra;
- Franco-Italian programme of family of future surface-to-air systems (FSAF);
- program of military transport aircraft Airbus A400M (France, Germany, the United Kingdom, Spain, Belgium, Luxembourg, Turkey, South Africa, Malaysia);
- Franco-Italian program of frigates FREMM;
- program free-italo-British of system of anti-aircraft fight PAAMS;
- German-Dutch program of armored vehicle BOXER.
