Joel Stebbins (July 30th 1878 - March 16th 1966) is a American astronomer pioneer of the photometry using the photoelectric Effet.

It receives its Ph.D. the University of California, is director of the observatory of the Université of Illinois of 1903 with 1922, of that of Washburn of the Université of Wisconsin of 1922 with 1948. After 1948 Stebbins continues its research of the Observatoire Lick until its retirement in 1958.

Stebbins uses the photoelectric photometry of its beginnings in the Années 1900 until its maturity in the Années 1950 when it succeeds the Photographie like method the main thing of photometry. It thus examines binary with eclipses, the reddening of the Interstellar dust, the color of the Galaxie S and variable stars.
