Jean Lèques
Jean Lèques , is a French politician, born the August 31st 1931 with Noumea (New Caledonia).
Youth and professional path
Jean Georges Lèques was thus born with the Valley-of-Shooting (where it always resides) with Noumea within an old calédonienne family, present on the Territory and in the chief town since 1861. After having followed its schooling to the College Perugia, it leaves for France where it follows studies of right and opens in Noumea a notary's office. It is today with the retirement, and its study was resumed by his/her daughter Jacqueline Calvet-Lèques.
Political career
Of the militant of the Union calédonienne to anti-indépendantisme
Jean Lèques returns very early in policy. He adheres thus to the party to multicultural vocation and separatist which dominates the political life at the time: the Union calédonienne and is made elect under this label for the first time at the Territorial Parliament in 1967. It will chair this assembly of 1970 1972. Nevertheless, opposed to hegemony exerted by the former deputy Maurice Lenormand on this party, it founds in 1971 its own party with others " caldoches" CPU (Georges Nagle, Claude Parazols): the liberal Movement calédonien (MLC). Very critical towards the Union calédonienne of which he denounces in particular the evolution towards the independence ideas. It continues nevertheless to defend a greater autonomy for the Territory by in particular claiming the abrogation of the laws Billotte which placed since 1969 the whole of the calédoniennes economic activities, and in particular the sector of nickel, under the direct control of the State. It continues to carry out the MLC until in 1978, date on which its party was melted in new the Rassemblement for Calédonie in the Republic of Jacques Lafleur. At the time of the legislative elections of 1978, Jean Lèques is chosen by the new Lafleur deputy to become his substitute (it will remain it until in 1986). Unceasingly re-elected with the territorial Parliament then with the Congress since 1967, he will be again president of the deliberating assembly on the Territory of 1980 with 1981 and of 1982 with 1983. It will be also during a time chair Southern Area of the Pisani Statute of 1985 and 1987 and thus of this fact member of the Executive council of the Territory.
The town hall of Noumea
Jean Lèques is elected city council man chief town in 1983 and becomes the 1st assistant of the mayor Roger Laroque. When this one dies in December 1985, it is elected to replace it and since then was unceasingly taken back with the head of the commune. Indeed, its lists all were renewed with the 1st turn with each municipal election since then. He inherited in the first years a city under curfew and cut bush at the time of the Events of the Eighties. This crisis period spent, it engages in the Nineties a vast policy of urban refitting with the rehabitation of certain districts (as the district where it resides itself, the Valley-of-Shooting, but also those of Ducos and of River-Salted). That which its managed affectionately call " Fifils" (of the name of one of the characters of the Cartoon the Bush in Madness of Bernard Berger) is generally regarded as the father of the modern face of the capital. Nevertheless, some reproach him more and more for having to facilitate the development of certain real estate projects discussed, like the construction of buildings and one marina to Bay of the Orphanage or the construction of buildings on the hillsides of Ouen Toro in the south of the peninsula, grounds which were however regarded as nonconstructible.
Presidency of the government
Following the first provincial elections of after Agreement of Noumea, Jean Lèques is elected with the head of the first collegial government of New Caledonia in May 1999. It is then charged to prepare the first transfers of competence of the State towards the Territory as to set up the Social pact which will be used of development plan with the New Caledonia as regards employment, of housing and solidarity. Re-elected mayor of Noumea in March 2001, it is struck then by the law the office pluralities of mandate and must choose between its post of first magistrate of the capital and that of chief of the executive calédonien. He chooses the town hall finally and thus resigns of the presidency of the Government. He will be nevertheless then 1st vice-president of the Congress of 2002 with 2004.
