Jean Hearth

Jean Foyer is a politician and French lawyer, born the April 27th 1921 with Contigné (Maine-et-Loire).

Professorial career

He is professor with the Faculty of Law of Paris (1943), part-time lecturer to the Faculty of Law of Paris (1953-1955), professor with the Faculty of Law of Lille (1955-1968), law professor deprived with the Faculty of Law of Nanterre and he teaches with the Faculty of Law of Angers (1968-1972) then of Paris the II-Pantheon-Assas (1973-1989) from which he is professor emeritus. He is aggregate of right and author of a handbook of civil law.

High-civil servant

Jean Foyer enters in 1944 to the cabinet of Rene Capitant, Minister for State education, then of his successor Paul Giacobbi. He also worked on the African problems with Erik Labonne. He is secretary of the commission of studies of the French Union to the presidency of the Council (1947-1951), then adviser technical with the cabinet of Felix Houphouët-Boigny, minister of state (1958-1959) and government commissioner near the constitutional advisory committee in 1958.

Member of Parliament influence

He is appointed gaullist (UNR with the RPR) of the Maine-et-Loire since March 7th, 1959, date on which he replaces Victor Chatenay, named member of the Constitutional council. Constantly re-elected, it sits at the Palate-Bourbon until 1988. He is president of the commission of the constitutional laws, the legislation and the general administration of the Republic of the National Assembly (1968-1972; 1973-1981). He is senator of the Community in 1959.

Minister

Jean Foyer is Secretary of State in charge of the relationships to the Community with the cabinet of Michel Debré from February 5th, 1960 to May 18th, 1961, then Minister for the Co-operation (1961-1962) in the same government starting from May 18th, 1961 until April 14th, 1962. He is Minister of Justice and Minister for Justice in the government of Georges Pompidou from April 14th, 1962 to April 1st, 1967. He is finally Minister for the Public health in the Gouvernement Pierre Messmer (1) from July 5th, 1972 to March 28th, 1973.

With Justice, he is confronted with the recourse in grace of the Jouhaud general. He is the “large dispenser of justice of the mode”.

  • Member of the District council of the Countries of the Loire (1973)
  • Member of the Academy of Science morals and political, elected in 1984 with the armchair of Marcel Waline.
