Jean-Pierre Worms is a Sociologue, born in 1934, former French deputy, associate manager.
Sociologist
Jean-Pierre Worms articulates a scientific activity, of sociologist, with an initially political militancy, then mainly associative.
“I am at the same time researcher, i.e. university taking part of all the academic standards of the medium, militant and political official, but also trade-union activist and associative, participant of these three universes at the same time. I pushed the defect until leaving during 12 years CNRS to exercise a parliamentary mandate and to reinstate CNRS by giving up any political responsibility but by developing my associative responsibilities considerably”.
Its career of sociologist begins in France with the Institut from social sciences from work. Under the direction of Jean-Daniel Reynaud, it takes part in particular in an investigation into the monthly-payment of the wages in two iron and steel sites: Longwy and Creusot. It joined Michel Crozier in the Center of European sociology, created by Raymond Aron. It engages a research on the prefectoral system. In 1962, recruited by CNRS, it accompanies Michel Crozier when it founds the Center of sociology of the organizations in 1965 by with Renaud Sainsaulieu, Pierre Grémion, Catherine Grémion, or Jacques Lautman.
Between 1964 and 1966, it remains with the the United States at the University of California to Berkeley then with Harvard and Columbia.
It realized, with Pierre Grémion, a research on the installation of the new regional structures resulting from the reforms of March 1964. This research marks the beginning of a major investment of the CSO incipient in sociology from the local company. It leads a comparative study of two phenomena coexistent to the base of the local companies: production of urban space on the one hand and the territorialisation of the economic activity.
In 1970, Jean-Pierre Worms studies with Henri Mandelbaum and Xavier Gaullier the urban political system, through two cases: the installation of the Markets of Paris and the new city of Vaudreuil become later Valley-with-Reuil). It launches then the studies of “basins of employment”.
In 1993, after 12 years of parliamentary mandate, it takes again an activity of sociologist to CNRS. It centers its research on the civic or social bond. At the request of Robert Putnam, political economist of Harvard, it begins research in order to write the chapter on France for an international vast project on the evolution of the “authorized capital” since the second world war in eight developed countries. He proposes confidence, as “a social product”.
Jean-Pierre Worms is presented in the form of a “committed sociologist” undertaking a work “of democratic engineering”.
He becomes officer about the merit in 2001.
Deputy and town councilor
Jean-Pierre Worms is elected city council man of Mâcon (Saône-et-Loire, Burgundy, France) in 1977 and becomes mayor-assistant in load of the economic affairs.
He is elected general adviser of Saône-et-Loire in the Canton of Mâcon-South (1989 - 1995).
After a first failure with the legislative elections in 1973, it is elected appointed socialist of Saône-et-Loire in 1981. He is re-elected in 1986 and 1988. During the 12 years of its parliamentary mandate, he is secretary of the commission of the laws.
In 1982, it makes adopt a law instituting a Protection of the victims of the natural disasters. It follows the whole of the legislation concerning the local government agencies. For this reason, he is rapporteur of five of the principal laws of Décentralisation, of which those which transfer from competences of the State towards the areas, the departments and the communes, and the law of limitations of office pluralities of mandates. He is rapporteur of the devices of insertion of the laws instituting the RMI (Minimum wages of insertion).
French member of Parliament to the parliamentary Parliament of the the Council of Europe, it makes adopt the additional protocol with the European Convention of the human rights bearing definition and protection of the rights of the national minorities. “It is with decentralization, that of which I am more to trust of my twelve years of parliamentary mandate”.
Jean-Pierre Worms does not represent himself with the delegation in 1993: “I less and less met authorized capital in my political activities”. .
Political course
It militates with the PSU (Socialist party unified) in the Années 1960 at the sides of Michel Rocard, against the war of Algeria inter alia. It left it in order to follow in 1971 Alain Savary to FGDS (Federation of the democratic and socialist left) then to the Socialist party. Within the Socialist party, it will join the partisans of Michel Rocard when this one also leaves the PSU in 1974.
With Alain Richard and Marie-Noëlle Lienemann, it dissociates from Michel Rocard and deposits a motion with the Congrès of Borough-in-Bresse of the French Socialist party (1983) “Of the good use of the rigor”, which collects 5% of the voices.
Support with the local development and creation of companies
In 1979, Jean-Pierre Worms is charged with the departmental committee of expansion at the general advice of Saône-et-Loire.
He is one of the founders into 1993 of France Initiative, network of the Plates-formes of local initiatives which grant loans on trust to creators or transferees of companies. He chaired on several occasions the national association, of which he is vice-president in 2006.
In 1997, Jean-Pierre Worms takes the initiative of the launching of a proclamation “to largely open the doors of the economic initiative and creation of companies”. , which leads to the national conference holding of the November 5th and 6th 1998. The thirty-nine proposals for a departure were validated or modified after a long collective work; they will have an significant impact in the following years on the policy pursued by the private public authorities and organizations. The conference gives rise to the collective “Synergies for the creation of companies” in which nineteen organizations take part. It is the association Éficea (Exchanges, financing and information on the creation of companies and activities) which will be the support of this collective before creation, in 2004, of an association Synergies creators.
In 1998, Jean-Pierre Worms becomes president of the Comité of information and mobilization for employment (Summit), association of which he is then vice-president of 2004 with 2007. Summit developed activities contributing to the emergence of contractors (Beacon, Services of starting of projects in the districts, convention of businesses for the projects of interdependent economy, etc).
Associative engagement
After having been general secretary of the (foundation for community life) Founded, Jean-Pierre Worms became the president in about it 2005. Founded is an association which gathers persons in charge of the principal French associative networks for the valorization and the promotion of the contribution of associations to the civic engagement and the democratic quality of the French company.
Jean-Pierre Worms is former member of the central committee of the Ligue of the human rights (France). He is administrator of the network Unis-Cité and member of the leading committee of the review FOR (published by Grep, groups of research for education and the futurology).
Jean-Pierre Worms chairs the Parisian Observatory of the local democracy, which is charged since 2003 by the mayor with Paris “to evaluate the quality of the participative democracy and to follow its evolution on Paris”.
The international plan, it chaired, in partnership with professor Gerhard Lowenberg (University of Iowa), “East-West Parliamentary Practice Project” which organize the experience sharing and the practical transfer of know-how between more tested democratic Parliaments western world and those of Central and Eastern Europe.
He was general secretary of “TransEuropéennes, networks for the culture in Europe” which organizes university training courses and workshops of research for students of Balkans on the conditions of relation of vicinity pacified and co-operative in the area.
