Jean-Marie Guéhenno

Jean-Marie Guéhenno (born the October 30th 1949 -) is a French diplomat, specialist in the questions of defense and International relations. It is the current Assistant general secretary with the Département of the operations of maintenance of peace of the United Nations.

Biography

Jean-Marie Guéhenno is the son of the writer Jean Guéhenno (of the French Academy).

He is former student of the National university of Paris. He was listener with the Court of Auditors at his exit of the National school of administration (ENA), in 1976. He is currently Adviser-Master with the section of the Court of Auditors charged to carry out audits of the Ministère of Defense.

Jean-Marie Guéhenno passed part of her career to the Ministry for Foreign Affairs, where it successively occupied the functions of member of the Center of analysis and forecast - created in July 1973 by Michel Jobert - of 1979 with 1981, of Advising cultural Ambassade of France to the the United States of 1982 with 1986, of chief of the Center of analysis and forecast of 1989 with 1993, and of ambassador of the France near the Western European Union of 1993 with 1995.

In 1998, he becomes president of the Institut of the high studies of national defense (IHEDN), in France, and until its nomination with the the United Nations in 2000 will remain it.

Since 1999, he is also member of the Advisory counsel on the questions of Désarmement of the United Nations .

It held the heading of the market of art in Le Monde , under the pseudonym of Jean-Marie Guillaume.

Jean-Marie Guéhenno is knight of the Légion of honor and commander about the German merit.

Assistant general secretary with the operations of maintenance of the peace of UNO

October 1st 2000, Jean-Marie Guéhenno was named, by Kofi Annan, Assistant general secretary with the Département of the operations of maintenance of peace of UNO, station which it succeeded Bernard Miyet.

The April 19th 2004, it exposes, in the International Herald Tribune , in an article entitled “ has plan to strengthen a peacekeeping ” (a plan to reinforce the maintenance missions of the peace of UNO), its design of the role of the maintenance missions of the peace of the the United Nations. According to Guéhenno, the gripping forces of the peaces created by the Safety advice on-are deployed: they work simultaneously with fifteen maintenance missions of peace and they gather 50.000 men, for the majority resulting from the countries in the process of development, with at the head of the countries represented the India and the Bangladesh. These missions could cost four billion dollars

Jean-Marie Guéhenno works out four principles according to which these missions should be carried out:

  • UNO is only committed safeguarding a peace when there is a peace to safeguard -- it does not engage in a conflict.

  • the States keep to their commitments when they are engaged in a mission.

The October 15th 2004, it publishes, always in the International Herald Tribune , an article entitled “ off has unintermitting in crying need peacekeepers ” (“a continent with a need shouting policemen”), in which it approves the project of the G8, exposed by the US president George W. Bush in front of the General assembly of UNO, to create and involve a force of 75.000 men for the maintenance missions of peace, initially in Africa, then beyond.

According to Guéhenno, to involve specialized troops is a priority in Africa: the Liberia, the Burundi, the Sierra Leone, the Democratic republic of Congo and the Sudan profit from it. That permetrait to alleviate the conflicts and to hope to install a certain degree of stability.

6 with the March 15th 2006, Jean-Marie Guéhenno went - for the fifth time - as a Democratic republic of Congo, to realize on the spot, whereas the period which opens is critical, of completed work since the beginning of the Transition , the challenges which remain to be raised and what remains to be made in the preparation of the elections, envisaged the June 18th. Monday March 13rd 2006, at the stage of Mbuji-Mayi, in the province of the Eastern Kasaï, it pointed out, at the time of its meeting with the political parties and the actors of the civil society, that “the Safety advice of UNO cannot decide reopening of the polling stations”. But, at his departure of Kinshasa, after a nine days stay, the Assistant general secretary of UNO to peace operations warned the Congolese political actors against “the policy of the empty chair”, inviting them to take part in the elections, and pointing out in connection with the reserves of several political trainings to enter the electoral process, that “the political actors give some time the impression to be afraid of the elections”.
