Jean-Louis Borloo

Jean-Louis Borloo , born the April 7th 1951 with Paris (15th), is a Politician French. He is minister of state, Minister for Ecology, the development and installation durable of the Gouvernement Francois Fillon (2) since the June 19th 2007.

Biography

Origins, studies and family

Jean-Louis Borloo leads a schooling rather brilliant to the Lycée Janson de Sailly (Paris) and starts to impassion himself for the Philosophie and the Histoire. Parallel to its studies, he assumes the post of head scout during many years.

In 1972, Jean-Louis Borloo obtains a double license in Droit and Philosophie. He is also laid off in Histoire and Economic scenes. Impassioned by the China Maoist, it goes there and manages to greet Mao Zedong then perfect his formation with studies of finance to the Institute of higher learning of the businesses and the Université of Manchester, within the framework of a program MBA.

With orée of the Years 1980, named lawyer at the bar of Paris, it founds a cabinet, initially specialized in the company in difficulty then in the transmission, the establishment of companies, the financial market, fusions and acquisitions. Being surrounded of young people Engineer S, Jean-Louis Borloo positions then like one of the external councils most sought by the large companies, and is classified by Forbes among lawyers best paid in the world. He is thus the business lawyer of Bernard Tapie.

At this same time, he teaches the financial analysis with HEC Paris. In 1986, 35 years old, Jean-Louis Borloo seeks to diversify his activities. The July 21st 2005, it married with the journalist Béatrice Schönberg with the town hall of Rueil-Malmaison (Hauts-de-Seine). The Mariage was celebrated by Patrick Ollier, UMP deputy and mayor of Rueil-Malmaison. This marriage caused many criticisms on the collusion between media and policies, in particular on behalf of the trade unions of journalists.

Political career

Beginnings

It presents in 1989 to the election of the town hall of Valencian, without any political nomination. Thanks to its presence on the ground since 1986 and with the absence of real opposition, it is elected there mayor with more than 76% of the voices to the second turn.

Of May 1989 to 1992, elected in second position on the list of Simone Veil, Jean-Louis Borloo sits at the the European Parliament and the March 22nd 1992, he becomes regional adviser of the Nord-Pas-de-Calais. It occupies this function until the October 18th 1993.

The delegation

The April 2nd 1993, it becomes appointed 21e district of the Northern , under the banner Divers right-hand side. Two years later, he is re-elected mayor of Valencians with 63% of the voices for his list with the first turn.

In 1997, from now on related with the group UDF, Jean-Louis Borloo sees his mandate of renewed deputy. It is named spokesperson of this party in January 2001, and is re-elected two months later Valencian mayor of , with 63,36% of the voices as of the first turn, then appointed in 2002.

In spite of a relative failure to the level of the fight against unemployment (more than 19% of the active population) in spite of the establishment very mediatized in 1998 of a factory Toyota in the city close to Onnaing, and of a loss of influence to the profit of the close cities, in particular of Lille, Jean-Louis Borloo succeeded in marking its mandate by its initiatives as regards culture. Trying to make reappear the prestigious artistic past of Valencians, the mayor in particular set up at the beginning of the Années 1990 a festival of action film and adventure, supported numerical creation and makes build a large theater, symbolically baptized the Phoenix.

To always deal with the economic deterioration of this district disaster victim, Jean-Louis Borloo launches at the end of the Années 1990 a project of great work, baptized Cœur of City, intended to entirely rebuild the center of Valencians and envisaging the construction of a Tramway. Thus, the Center Places of Weapons and the residences in residence (of which a part are social housing) are open since April 2006, and the tram circulates since July 2006.

June 10th, 2007, he is re-elected appointed 21e district of North, with the first turn of the legislative elections.

After the April 21st 2002, it joined the Union for the presidential majority (current UMP).

It is present in the successive governments since 2002:

  • Deputy secretary at the City and the Urban renovation of 2002 with 2004, under the government Raffarin 2
  • Minister for Employment, the Work and the Social cohesion of 2004 with 2005, under Raffarin 3
  • Minister for Employment, the Social cohesion and the Housing of June 2005 at May 2007, in the government Villepin.

In December 2005, it becomes with André Rossinot copresident of the Radical party valoisien, left formerly associated with UDF, and since 2002 in UMP.

It is one of the members of the governments most popular Raffarin and Villepin, which the analysts allot to a strong image of new politician (frankness, proximity with the people) like to his “social” role in these governments.

During its ministerial mandates, it in particular set up the social cohesion plan. This project, largely on the right constant, also finds supports on the left. Its installation is made in a context of fall of unemployment, that Jean-Louis Borloo admits not to be related to his project: unemployment lowers by a tenth of point in 2004. Many specialists and elected officials (even UDF) judge that the fall of the unemployment (which found in August 2006 its level of April 2002), is of good part due to the increase of the retirements, the ageing of the population and job creation helped. On the other hand, Jean-Louis Borloo estimates that the fall of unemployment intervened in 2005 and 2006 (eight tenth of point) is mainly related to this reform.

For the presidential election of 2007, it rather tardily declares that it supports Nicolas Sarkozy, less than one month before the first ballot.

The evening of June 17th, it is shown by Renaud Dutreil “to have wasted a little this second round” with the evocation of possible a social VAT.

May 18th with the June 18th 2007, he is Minister for the Economy, Finances and Employment in the Gouvernement Francois Fillon (1).

Houses with 100.000 euros

The Minister for social cohesion Jean-Louis Borloo had announced on October 25th 2005, to want to produce 20.000 to 30.000 " houses with 100.000 euros" per annum.
