Portrait
Jean-François Fillion began his radiophonic career in his native area, the Saguenay-Lake-Saint-Jean. Thereafter, it occupied various employment in various areas of Quebec, before settling in Florida (the United States). In 1996, after a few years in Florida, it was made engage by Patrice Demers as musical director and consulting with the programming of the station CHOI FM, with Quebec. Jeff Fillion became also joint owner with Genex with approximately 10%. This station, lately bought by Patrice Demers and with a new musical format (alternative rock'n'roll) was, at the time, last on the level of the dimensions of listening in the area of Quebec.
In addition to the role of director of the programs, Jean-François Fillion turned over to animation by temporarily taking the reins of the emission of the morning. Temporarily, because the new direction of CHOI FM (also called CHOI Radio operator X for trade names) had thanked the organizer for the morning; Jeff Fillion then made the transition with a new organizer morning. Consequently, it was pointed out for its radiophonic style. Its style of radio operator different and various contests organized by the organizer made that the station gained in popularity. After a few years and not having found anybody to replace it, Jeff Fillion took the control of the emission of the morning. The emission the parallel world of Jeff Fillion , an emission where the listeners could express themselves on all kinds of subjects, was born officially.
With survey BBM of the autumn 2004, CHOI FM was the radio station most listened in the area of Quebec, with more than 440.000 listeners. In this same survey, the parallel world of Jeff Fillion was the radio program most listened in Quebec, with nearly 80.000 listeners to the fifteen minutes. The high dimensions of listening of Jeff Fillion caused the curiosity of the various media of Quebec. This new mediatization of the station made increase the number of complaints against CHOI FM. The CRTC was thus going to be more severe at the time of the audiences on the renewal of the license of diffuser of CHOI FM. The contentions with the CRTC are described low.
Discusses
Jeff Fillion defends an economic position Libertarien. In addition, several people qualify some of its remarks like tending towards the Racisme, the Homophobie, the Masculinisme as well as discrimination towards the people with low-income and the handicapped people
Station CHOI FM was threatened twice to be driven out waves by the Conseil of broadcasting and Canadian telecommunications (CRTC), in particular because of held offensive remarks and personal attacks, inter alia, by the organizer high-speed motorboat.
Jeff Fillion is opposed to a process which would lead to the independence of Quebec, but not by true attachment for the Canadian unit . It rather has of it against the socialist ideology traditionally conveyed by the partisans of sovereignty. One of the targets of the organizer is the Syndicalisme, the trade unions them being also traditionally associated with the independence movement. It thus uses the force of the words and its position of organizer in order to attack those which have a position different from his, which is contrary with the ideology preached by the Libertarianisme in its principle of non-aggression and rather approaches the individualistic Anarchisme (at least in word). Paradoxically, the father of Jean-François Fillion, Gilbert Fillion, was a souverainist who belonged to the first series of deputies of the Québécois Bloc elected with the Parlement of Ottawa. Gilbert Fillion was appointed of Chicoutimi of 1993 with 1997.
During its years in waves with CHOI, and more recently on Internet, Jeff Fillion supported the candidature of Mario Dumont and the democratic Action of Quebec (Dumont accepted the invitation of Fillion to take part in the Monde parallel of CHOI with some recoveries). Also, it supported the Conservative party Stephen Harper. This party, just like the democratic Action of Quebec, shares its vision of the Libertarianisme. In waves, Fillion openly criticizes the press coverage and journalistic made Québécois topicality and denounces the anti-Americanism, the religious extremism and the Québécois lobbies.
On the municipal political scene of Quebec, Fillion has and continuous to vigorously question the decisions taken by the members and mayors of the municipal councils present and passed.
Topicality
An important political controversy, in Quebec like elsewhere in Canada, surrounds what the media called “business CHOI FM”, namely the decision, by the Conseil of broadcasting and Canadian telecommunications (CRTC), to order the closing of the station. Involving a unanimous of the anglophone media and shared judgment French-speaking media, the decision of the CRTC started again the public debate on the Freedom of expression and its range, as well as the role of the government as regards censure of the remarks considered to be offensive.
Between 2002 and 2004, 41 complaints were deposited with CRTC against the station, mainly because of remarks made by Jeff Fillion, almost all anonymities. More than 10.000 letters of support were also received by this same organization, which on July 13rd, 2004 the permanent closure of the station, planned for on September 1st, 2004 ruled. This decision raised the anger and passions of part of the listeners of the station. Approximately 50.000 people walked in the streets of the town of Quebec to protest against the decision of the CRTC. A petition of approximately 209.000 names was also given to the Canadian government, at the time of a rally of more than 8000 Inhabitants of Quebec with Ottawa, the capital of the Canada. The station also profited from the support of various Canadian political parties, in particular the democratic Action of Quebec, the Conservative party of Canada and the Nouveau Democratic party, as well as various international agencies dedicated to the defense of the freedom of expression, of which Reporters without borders and the British newspaper of businesses The Economist . On this occasion, station CHOI FM had organized a diffusion in the open air, in front of the Parlement. The cause was carried in Supreme court of Canada, that is to say more the legal high authority in Canada. The outcry succeeded in prolonging the license of diffusion of CHOI FM, which always diffuses on the tape FM 98,1 in the area of Quebec. The judgment of the Supreme court will have an impact on what the Canadians agree to diffuse on their waves, with regard to balance between the rights to express in waves of the discussed opinions and the rights of the victims of the public flame attacks.
Following a resounding lawsuit in slandering, Jeff Fillion, the station and its Co-organizers were condemned, on April 11th, 2005, to pour 340.000$ (amount which will be finally of 300.000$ at the end of the call) in damage with the TV host Sophie Chiasson. Judge Yves Alain, of the Superior court of Quebec, ruled, in his judgment, that " the remarks aiming Mrs. Chiasson are sexists, heinous, malicious, nonfounded, wounding and abusive. They undermine dignity, to the honor and the integrity of the human being in general and of Mrs. Chiasson in particular. "
In the tread of this new controversy, the morning of March 17th, 2005, during its emission the parallel world of Jeff Fillion , Jean-François Fillion left his station of organizer. The president de Genex Communications and owner of CHOI FM, Patrice Demers, affirmed, in press conference, that: “It Fillion did not have the taste to make radio in the context that we and the company impose to him”.
March 17th, 2006, is one year exactly after its departure of CHOI FM, Jean-François Fillion took the microphone on a baptized webradio RadioPirate, from 8 to 11 o'clock in the morning. It hopes this time to use the new media, Webradio and podcast, to share its opinions discussed with the shelter of CRTC.
Its emission is also diffused, since September 5th, 2006, on satellite radio XM.
July 5th, 2007, the Canadian Presse brought back a new judgment of Jeff Fillion and Genex Communications for slandering, this time at the place of former leaders of the ADISQ, with which they will have to pour $600 000. The judge gave a report on humiliating and vexatious remarks going up with 2001 and having attacked the reputation of the plaintiffs.
