Jean-François Deniau (Paris, October 31st 1928 - Paris, January 24th 2007) was a politician and a writer. He was ambassador, minister, Député, president of the General advice of the Cher, essay writer and novelist, member of the French Academy. It was also a highly skilled navigator.
He was the father of the journalist Gregoire Deniau.
Jean François Deniau has been resulting from a family of wine growers and foresters, established in the Sologne for more than four centuries. Its maternal great-great-grandfather was born with Dubrovnik and was the aide-de-camp of the marshal Marmont. His/her father, polytechnician and Engineer of the Bridges and Chaussées, die whereas it is seven years old. He will be raised by his mother, with the bread-winner Deniau.
He carries out his secondary studies with the college Pasteur with Neuilly-sur-Seine, then with the private Lycée Holy-Genevieve with Versailles. Twice prize winner of the open Competition, it obtains then an arts degree (Ethnologie and Sociologie), like one OF political economy. He is graduate Institut of political studies of Paris and doctor in right.
In 1949 it joined his older brother Xavier Deniau in Indo-China, where it is used in a unit as mountain partisans. It is in Saigon that it will undergo the written tests of the entrance examination to ENA, in a little rocambolesques circumstances which it told with humor in its Mémoires .
Admitted with ENA, in 1950, it carries out one year of training course to Office of the High Commission of France in Germany, near the ambassador André François-Poncet. Accommodated in Bonn by Alain Peyrefitte and Claude Cheysson, it ties with them friendly relations.
At its exit of the ENA, promotion " Jean Giraudoux" (1952), he chooses the Tax inspectorate.
In 1956, he becomes permanent general secretary of the French delegation in Brussels, whose president is Maurice Faure. He will be writer of the preamble to the the Treaty of Rome, signed on March 25th, 1957, into which he had great satisfaction to slip the ideal word “ ”. From 1958 to 1963, at the European commission, he is successively director then managing director in charge of the negotiations with England, and finally police chief in charge of the negotiations with the countries of Africa which will end in the Accords of Lome.
In 1963, it is named ambassador of France in Mauritania, by the Général De Gaulle, then, in 1967, Member of the Commission of the European Communities, responsible for the negotiations of accession of Great Britain, of Ireland, of Denmark and the assistance to the countries in the process of development.
In 1973, it enters the government of Pierre Messmer as a Secretary of State, in charge of the Co-operation, then will be named Secretary of State near the Minister for Agriculture and rural development in the government which form Jacques Chirac after the election of Valery Giscard d'Estaing to the presidency of the Republic in 1974. In 1976, J.F. Deniau becomes Ambassadeur of France with Madrid, at the request of the new king Juan Carlos, with whom it had tied friendly relations at the time of regattas. Deniau will play an active role of council near the king and the government during the Democratic transition according to the death of the general Franco.
In September 1977, Jean-François Deniau is named Secretary of State near the Foreign Minister in the government of Raymond Barre, then Minister for the Foreign trade (1978), and finally Minister for the administrative reform in the last government Raymond Barre (1981).
In 1978, he is elected appointed (UDF) in the first district of Expensive with 51,95% of the votes cast against 48,05% with Jacques Rimbault (communist mayor of Bourges). The following year, it is presented successfully to the cantonal elections in canton of Bourges IV. He becomes vice-president of the general advice of the Cher, then president in 1981.
In June 1981, Jacques Rimbault takes his revenge with the legislative elections and carries it with 52% of the votes. In 1986, Jean-François Deniau will be re-elected appointed Expensive, confirmed with each following election until 1997. Gradually, and although it still chairs the general advice of Expensive, it is detached from the political life. It must moreover undergo three endoprothèses aorta.
In 1997, it chooses not to be represented with the legislative elections, supporting the candidature of RPR Yves Fromion. In March 1998, it is outdistanced with the first turn of the cantonal elections by a candidate UDF, this last being beaten with the second turn by the socialist candidate. Following what he will bitterly denounce like a " lâchage" of its political family, he resigns of UDF, then in full internal crisis, following alliances of five presidents of district councils with the FN.
He was European Député of 1979 to 1986.
Its combat for the Human rights and the people victims of dictatorship or foreign occupation will lead it to lead missions to the four corners of the world: Érythrée, Kampuchea, Afghanistan, Kurdistan, Somalia, ex- Yugoslavia, Lebanon, Boat people in China, South Africa, Spain, Soviet Union, India, Romania, Sarajevo etc
Journalist - chronicler with the Barber and leader-writer with the weekly magazine the Express train , Jean François Deniau writes much and invests himself always as much in the causes external in particular in Afghanistan where it carries out clandestine missions, in particular in the province of Wardak, and endeavors to obtain the recognition of Afghan resistance by the international community.
Elected with the French Academy on April 11th, 1992 with armchair 36, occupied before by Jacques Soustelle, it is received by his friend Alain Peyrefitte who, in the conclusion of his speech, will characterize the course of the member elect in the following terms: “Dreams and honor, Sir, always lived you. Your route will have reconciled more one of our contemporaries with our time”.
In 1995, after triple bridging, 67 years old, it carries out a crossing of the Atlantic to the veil. This impassioned is elected with the Académie of Navy, in 1999, to replace Eric Tabarly. In 2003, it will found the group of the “Écrivains of Navy”, which will be worth to him the “Grand Prix of the Sea” for its action and its literary work.
In 2004, he interprets the role of the president of the Republic in film of Frederic Auburtin San-Antonio according to Frederic Dard.
At the end of 2006, it is named member of the committee of honor of the the Treaty of Rome which it contributed to negotiate at the sides of Maurice Faure and of Jean François-Poncet. It will attend with enthusiasm the first meeting of this committee.
Jean-François Deniau died on January 24th, 2007 in his Parisian residence.
