Jean-François Cope

Jean-François Cope , born the May 5th 1964 with Boulogne-Billancourt, is a politician French, president of the group of the Union for a popular movement (UMP) with the National Assembly. It is mayor of Meaux (Chef-lieu of district of Seine-et-Marne). From 2002 to 2007, it occupied several ministerial functions, of which that of government spokesman, throughout all government of Jean-Pierre Raffarin and Dominique de Villepin.

Biography

Family origins

The May 5th 1964, Jean-François Cope is born with Boulogne-Billancourt in the Hauts-de-Seine close to Paris. He is the son of Monique Ghanassia and professor Roland Cope, Chirurgie N gastro-enterologist cancer specialist which educates it in the worship of the Général de Gaulle.

Studies

Professional path

September 13rd, 2007, the Capital.fr online magazine indicates that it joined the law firm of businesses Gide Loyrette and Nouel. This cabinet, where he exerts part-time, is one of the most important law firms of France, charged for example to advise the State in the Merger plan GDF-Suez. Political career

Political offices

Of 1993 with 1995 he is member of the economic think tank of Jacques Chirac animated by Nicolas Sarkozy.

In same time, he is assistant general secretary of the UMP, after of having been the national secretary of the formation. He became then principal private secretary of Roger Romani, deputy secretary with the Relations with the Sénat, charged with the repatriates, between 1993 and 1995, in the government Balladur.

In 1995 he becomes acting general with the society project with the RPR.

He is member of the governments Raffarin 1 and Raffarin 2 as a Secretary of State to the relations with the Parlement, spokesperson of the Gouvernement. It is renewed in these functions the June 3rd 2005 in the Gouvernement Dominique de Villepin, with in complement the responsibility for the Reform of the State.

Of 1998 with 2001, it exerts the function national secretary of the RPR, charged with the economy, then of the Formation. Of 2001 with 2002, he becomes assistant general secretary of the RPR, in charge of the project of alternation.

Of 2002 with 2004, it is Secretary of State to the relations with the Parlement, spokesperson of the Gouvernement of Jacques Chirac. From November 2004 at June 2005, it reaches the functions of deputy secretary to the Budget and the reform of the State, spokesperson of the Gouvernement in the 3rd government of Jean-Pierre Raffarin.

It is, today, member of the political office of the UMP.

The Prime Minister, Francois Fillon entrusted to him to the first half of a 2007 mission on the modernization of the Parliament.

Elective functions

Jean-François Cope is elected mayor of Meaux (Chef-lieu of district of Seine-et-Marne), at the 31 years age, in 1995, then re-elected in 2001 and 2005. Named with the government in 2002 he becomes first assistant, obeying the rule not-written in the governments of Jean-Pierre Raffarin of not-office plurality of a ministerial function with the head of a local executive. He remains nevertheless president of the community of agglomeration of Meaux. In 2005, it becomes again mayor of Meaux following the resignation of Anziani Angel.

It is also regional adviser of Île-de-France of 1998 with 2007. In 2004, it leads the list of the UMP to the first turn, then the list of union with the UDF with the second turn of the regional elections of the 21 and March 28th 2004 in Île-de-France. Following the victory of the list led by Jean-Paul Huchon (PS), it gave up taking the head of the UMP group to the District council of Ile-de-France, which the Senator Roger Karoutchi preserves. Re-elected appointed in June 2007, it leaves its function of regional adviser during the summer 2007 to comply with the rules on the office plurality of mandates, yielding its seat to Jean-François Robinet.

Polemics

In 2005, it is blamed, in particular by the Duck connected because it occupied a company flat close to the Invalids (VIIe district), whereas it had just acquired a housing in this city. By doing this, Jean-François Cope thus contravened the rule according to which a minister having a private apartment in Paris cannot have a company flat.
