Jean-Claude Boulard , Politician and writer French, was born with Nantes the March 28th 1943. He however quickly lived in the Sarthe, that it is with Saint-Marceau or the Mans, city of which he is the Maire since 2001.
Biography
Formation
After primary studies with Saint-Marceau, Jean-Claude Boulard makes all his secondary schooling with the Lycée Henri-Iv with Paris where it had as a professor Jean-Louis Bory, Prix Goncourt in 1954. He has as a school-fellow André Vingttrois, archbishop of Paris and Jean-Michel Belorgey, appointed Allier and to advise State.
He follows then studies of Political sciences and a license of Right. He integrates ENA in 1966 in Turgot promotion where one finds inter alia Claude Erignac, Bernard Attali, Jean Drucker and Alain Lamassoure.
Career
At its exit of the ENA, Jean-Claude Boulard the Council of State in May 1968 integrates. There remain six years there before becoming, in 1976, assistant general secretary of the merchant navy.
Then from 1978 with 1981, it returns to the Council of State as a Master of the requests.
Member of the Socialist party and faithful of Michel Rocard since PSU, Jean-Claude Boulard is a realistic Socialist, who always disputed the line of Guy Mollet and the " program commun" who wanted to break with capitalism.
After the victory of François Mitterrand in 1981, he becomes principal private secretary of Louis Pensec, Secretary of State to the Sea. He will occupy this station until in 1983 then again of 1988 with 1991 in the Gouvernement Michel Rocard.
He becomes at the same time a town councilor. General adviser of the the Sarthe since 1976 (Canton of Balloon), it takes in 1983 the presidency of the urban community of Mans which it occupies always today.
From 1988 to 1993 then of 1997 to 2002, he is elected Député 5th district of the Sarthe (north-eastern of the department). Initiator of the law on RMI, he will be also the rapporteur of the bill on young employment and the Couverture universal disease (CMU).
After having spent many years in the shade of Robert Jarry, he is elected mayor of the Mans in 2001 thanks to a broad union of the left. He beats with the second turn the deputy RPR Jean-Marie Geveaux. There remains president of Mans Métropole (urban ex-community of Mans).
Under its impulse, Mans obtains a line of Tramway which makes it possible the town of restructure a growing old town planning. Currently in construction, its startup is planned for November 2007.
Jean-Claude Boulard is also the author of many novels having rural sets of themes like " The epopee of the sardine".
