Champion of France of Ford Formula in 1990, it then passes by the Championnat of France of Formula 3, then by the international championship of Formula 3000, which it gains in 1994.Parallel to its successes Formulates 3000 of them, Boullion carries out its first steps in Formule 1, as a pilot tester of the stable Williams - Renault. Very powerful during the private tests (where it produces stopwatches comparable with those of the holders Damon Hill and David Coulthard), it quickly acquires a solid reputation in the bed. That is worth to him to be selected by the stable Sauber - Mercedes to replace the Austrian pilot Karl Wendlinger (badly given of its serious accident of the previous year) starting from GP of Monaco 1995. But in spite of two arrivals in the points, Boullion disappoints while being very far from the rate/rhythm of its fellow-member Heinz-Harald Frentzen. After 11 races, it must yield its wheel to Wendlinger and finds its role of pilot tester at Williams. Later, Boullion will also carry out tests on behalf of the stable Tyrrell Racing, but without never obtaining a second chance in Grand Prix.
After a short passage by BTCC (the British championship of tourism) at the wheel of a Renault Laguna prepared by Williams, it decides to reconvert starting from 2000 into the tests of Endurance. It is today one of the pillars of the stable Pescarolo Sport with which it gained the championship Mans Series in 2005 and 2006 as a crew with Emmanuel Collard.
