Jean-Charles of Baath

Jean-Charles of Baath (? with Nay (Yrénées-Atlantiques), France - January 15th 1677 with Saint-Pierre (Martinique)) was a soldier then colonial administrator French.

Wire of the Jean doctor of Baath and Judith de Laugar, he undertakes a military career and is useful as officer in the regiment of Persan.

Military career

At the time of the wars of the Sling, it serves initially the party of the prince de Condé, but the cardinal Mazarin gains it with the cause of the young king Louis XIV.

In 1654, he is the personal envoy of the cardinal in England near Cromwell, but this diplomatic mission is a failure. On the other hand in 1655, it fulfills an important mission in Italy near the duke of Modena and Mantoue.

Governor

In the years 1660, he becomes governor of Mortara, in Italy and general Lieutenant of the armies in 1665. In 1667 it is named General governor Isles and Dry land of America and has the role of taking again the island Saint-Christophe with the English.

It arrives only the February 4th 1669 at the Martinique in company of the count d' Estrée, it is Antoine Lefebvre, lord of the Bar, which took over temporarily the duties. Of Baath the defense of the Islands during the war free-Dutchwoman organizes which begins in 1672 and finishes in 1678. Considering Saint-Christophe less interesting than Martinique (and especially strategic) it decides, in 1671, first of all to install its government of the Islands with Royal Saint-Pierre in Martinique then with Fort (towards 1676). It sends a forwarding against the colony Dutchwoman of Curaçao in 1673 and the ships, the Shelf and Small-Infante the with Saint-Domingue to claim there reinforcements with of Ogeron, governor of the Île of the Tortoise.

With the assistance of the governor of Martinique the Knight of Holy-Marthe, it victoriously pushes back in 1674 the attacks of the Batavian fleet ordered by the Admiral Ruyter.

After the dissolution of the Company of the Western Indies (1674), of Baath is maintained in its functions of governor and general lieutenant until his death with Saint-Pierre in 1677 (the Knight of Holy-Marthe takes over temporarily the duties until the arrival of its successor Charles of the Rock-Courbon). He is buried on his dwelling of the Fonds Cap in the commune of Bellefontaine.

During its mandate, of Baath will intervene in many fields reforming the administration of the colony in particular, setting up the first steps of the tax authorities, developing the bases of the " capitation" , tax proportional to the number of people listed in the dwellings or fires (hearths) slaves included/understood.
