Jean-Baptiste Morel

Jean-Baptiste Morel made his traditional studies with the College of Caen and that of right in the same city and was accepted Doctor in right before being made register lawyer with the bar of Dieppe in 1877 then with that of Rouen in 1891.

It replaces Lucien Valin, with the town hall of Rouen when this last leaves to the war.
