Javier Pérez de Cuéllar Guerra (born with Lima the January 19th 1920) is a Diplomate and Peruvian Politician . He was the fifth general secretary of the United Nations of 1982 with 1991 and Prime Minister and Foreign Minister of the Peru of 2000 with 2001.

Biography

Lawyer and diplomat

He enters to the ministry for the Foreign relations of Peru in 1940 and to the diplomatic Service of Peru in 1944. He occupies the posts of secretary to the embassies of Peru in France, with the the United Kingdom, Bolivia and Brésil, of advising and minister adviser to the embassy in Brazil.

On its return to Lima in 1961, it is high with the rank of ambassador the following year, and occupies successively the positions of director of the legal department, administrative director, director of the protocol and director of the political matters. In 1966, it is named general secretary of the Foreign relations (vice-minister). In 1981, it works as legal adviser with the ministry for the Foreign relations.

Javier Pérez de Cuéllar was ambassador of Peru in Suisse, the first Peruvian ambassador in Soviet Union, thereafter he will be ambassador in Poland and with the Venezuela.

He was International also law professor with the diplomatic Academy of Peru of International relations the Academy of air War of Peru. He is the author of a diplomatic Handbook of right ( Manual off Diplomatic Law ), 1964.

The United Nations

He is member of the Peruvian delegation of the General meeting of the United Nations to the session of 1946 and of the 25e to the 30e session. In 1971, it is named permanent representative of Peru in the United Nations, and for this reason it is with the head of the delegation of its country until in 1975.

In 1973 and 1974, it represents Peru with the Safety advice of the United Nations, and he is president of the Council at the time of the events of Cyprus in July 1974. The September 18th 1975, it is named special representative of the general secretary in Cyprus , a station which it occupies until December 1977, until its return within the ministry for the Foreign relations of Peru.

The February 27th 1979, it is named assistant general secretary with the special political matters of the United Nations. As from April 1981, whereas it is always at this station, it exerts the functions of staff representative of the general secretary for the relative questions with the situation in Afghanistan. For this reason, it goes to the Pakistan and to Afghanistan in April and in August to earlier continue the negotiations started by the secretary-general a few months.

In May 1981, it reinstates the ministry for the Foreign relations Peruvian but continuous to deal with Afghanistan until its nomination as general secretary in December of the same year.

General secretary of the United Nations

January 1st, 1982, Javier Pérez de Cuéllar becomes General secretary of the United Nations, succeeding Kurt Waldheim. He is elected on October 10th, 1986 for a second mandate which begins on January 1st, 1987.

During these two mandates, it directs the mediations between the the United Kingdom and the Argentine after the Guerre of the Falklands and encourages the efforts of the Groupe of Contadora to bring back peace and stability in Central America. It also intervenes in the negotiations for the independence of the Namibia, in the conflict with the the Western Sahara between the Morocco and the Front Polisario, and in the Cypriot file. Its second mandate is completed in January 1992. At the request of the members of the Safety advice of the United Nations, it begins a third mandate until the United Nations find an agreement on its successor.

During its mandate, the Blue helmets accepted the Nobel Prize of peace.

Last years

With the Peruvian general elections of 1995, Javier Pérez de Cuéllar is candidate with the presidency against Alberto Fujimori.

Between on November 25th, 2000 and on July 28th, 2001, he is Prime Minister and Minister for the Foreign relations of Peru in the transition government directed by Valentín Paniagua Corazao.

At once after it is named ambassador of Peru in France and to UNESCO. July 22nd, 2004, it presents its resignation which takes effect on December 31st, 2004. It establishes its residence in France.

July 22nd, 2005 he is hospitalized in intensive care with Paris for a Infarctus and he leaves the July 30th there. He takes an active part still in work of UNESCO, and in particular in the Talks of XXIe century.
