James Tobin made his studies with the Université Harvard. He was economic council attached to the government states-unien of John Fitzgerald Kennedy and professor at the university of Yale. In 1981, he was prize winner of the " Nobel Prize of économie".

James Tobin was an economist Keynésien, i.e., inter alia, favorable to the governmental intervention like stabilizer of the production, having for goal to avoid the recessions. It have a master key of weapons with Jacques Rueff in 1948 in The Quarterly Journal off Economics in connection with the article entitled errors of the general theory of Lord Keynes that Rueff had written the previous year.

James Tobin reached notoriety by proposing a taxation on certain movements of capital (currency exchange transactions). The objective of this taxation was to reduce the speculation on the money markets, which he considered against-productive. It also suggested that the incomes of this tax are assigned to the development of the Third World countries, like with the support of the United Nations.

The idea of the Tax Tobin known as of sand in the gears or the tax Robin of Wood , is supported by many personalities, organizations of the Mouvement altermondialist and associations, of which in particular ATTAC. She is denounced in particular by Robert Mundell. James Tobin itself declared that its theories had been badly included/understood.
