Jacques Toubon is a Politician French, born the June 29th 1941 with Nice, former deputy of the Treizième district of Paris (old 19th district of 1958 to 1988), mayor of the 13th district of Paris of 1983 with 2001, former minister and European deputy since 2004.

Graduate of the the Institute of Political Studies of Lyons and the National school of administration, Jacques Toubon was Ministre for the Culture of March 1993 at May 1995 in the Gouvernement Balladur, then Minister for the Justice of 1995 to 1997 in the governments Juppe (1) and (2).

In 2004, Jacques Toubon was elected European Député for the UMP.

In 2006, Jacques Toubon is candidate with the UMP nomination for the two districts (9th and 10th) of the 13th district of Paris. J.  Toubon aspires to reconquer the Parisian seat which it lost in 1997. To advise UMP of Paris, former assistant of the mayor, Patrick Trémège is candidate against Mr. Toubon.

Law Toubon

To fight against the Franglais, it proposed a complete listing of words to use in the place of the words English. This attempt was not always crowned success. Its proposal was even the object of mockeries in its time and the Loi Toubon (n° 94-88) for the promotion of the Francophonie was ironically called “law AllGood” (example of failure to the Usage: vacancelle forever been able to compete with weekend).

Business of the helicopter

In 1996, whereas the prosecutor Laurent Davenas is on vacation in the Himalayas, its assistant benefits from it to launch legal information aiming Xavière Tibéri and his report/ratio on the francophonie. Jacques Toubon and Marc Moinard charter a helicopter to try to repatriate the magistrate, thus putting a serious doubt about the independence of the legal authority which they are supposed to represent.

Disciplinary action

  • February 2nd 1984 Infringement : “Insults or threat towards the president of the French Republic” (article 73 of the payment of the National Assembly) Sorrow : “Simple Censure” (deprivation for one month of the M.P.'s salary). Context: François d' Aubert, Alain Madelin and Jacques Toubon had blamed the honor of the president Mitterrand, Grand Commander about the Legion of Honor (cf Chronique constitutional Frenchwoman (re-examined Pouvoirs), n°30, p. 159)
