Jacques Rueff

Jacques Rueff (August 23rd 1896 with Paris - April 23rd 1978) is a senior official and liberal economist French.

Biography

Jacques Rueff made studies with the Polytechnic school (Promotion X1919S, intended for the war veterans), where he was the pupil of an economist who had a deep influence on him: Clement Colson (1853-1939). During the Twenties, he is operations manager near Raymond Poincaré, president of the Council and Minister for Finance in 1926, then attached financial to the French embassy of London.

In the Thirties, it belongs to the economists who worry about the recurring problems of France in the field of the economy. It is partly that which will lead it to be member of the group X-Crisis and to take part in the Colloque Walter Lippmann. In parallel its administrative career is then with its apogee, it will be director of the general movement of the funds (station which nowadays corresponds to director of the Treasury) during the Popular front, then deputy governor of the Banque de France in 1939.

After the second world war during which he writes the Social order, he chairs starting from 1945 the conference of repairs in Paris. He will be also one of the founders of the Société of the Mount Pilgrim in 1947. In the years 1950, it occupies several stations in the European authorities, at the Court of justice of the European Coal and Steel Community and the Court of justice of the European Communities.

After the return of the de Gaulle General to the capacity in 1958, it chairs a Committee of experts charged to study the way of cleansing public finances. It is a question of ensuring the Fifth Republic of good bases economic and financial. That led to the “Rueff plan” sometimes called “Pinay-Rueff plan” implemented by the Minister for Finance Antoine Pinay, De Gaulle being President of the Council. The frankly will become again convertible, the exchange control to soften itself.

Preceding the Common Market, then in formation, Rueff the opening recommends to competition in a second report/ratio which it writes in collaboration with Louis Armand, with the head of a Committee of experts ad hoc . With its publication in 1960, the journalists name “plane Rueff-Armand” this headed document Rapport of the Committee for the removal of the obstacles to the economic expansion .

Jacques Rueff always opposed the ideas of Keynes, initially, in The Economic Journal , on the problem of the transfers - in relation to German repairs - at the end of the decade 1930, and then, in 1947, such as they were developed in the general Théorie of employment, the interest and the currency . Will follow a master key of weapon with James Tobin in 1948 in The Quarterly Journal off Economics . Nearly thirty years later, it will insert the nail good once for all in “the end of the era keynésienne” which it publishes in the daily newspaper Le Monde .

Jacques Rueff is elected member of political morals the Academy of Science and in 1944 and the French Academy in 1964.
