Beginning of political career

He is elected appointed the Gironde in 1946, mandate which he preserves until in 1997, then mayor of Bordeaux of 1947 with 1995, and chair National Assembly of 1958 1969, of 1978 with 1981 and of 1986 with 1988.

Several times minister under the Fourth Republic, it becomes Prime Minister under the mandate of Georges Pompidou of 1969 with 1972. It is constrained with the resignation by the president of the Republic, which appreciates neither its project of “New business”, too progressist (one of his advisers is Jacques Delors), nor certain awkwardnesses of sound Prime Minister (for example, the nomination of Pierre Desgraupes with the direction of the information of ORTF). It is also aimed by a virulent press campaign. Pompidou would have acted under the incentive of its close relations advisers Marie-France Garaud and Pierre July, adversaries keen of the New business, which played an important role of 3eminence grise near the president of the Republic, at the time already sick.

Presidential campaign in 1974

After the sudden death of Georges Pompidou on April 2nd 1974, Jacques Chaban-Delmas is candidate with the presidential elections of 1974. It accumulates at this time the bad lucks
  • Its sheet of taxes, published by the Duck connected, reveals that it does not pay taxes: indeed, the M.P.'s salary is then clear taxes and the Tax credit created some front time by Valery Giscard d'Estaing gum what would remain to him to be paid for its other incomes. The public opinion takes it badly.

  • It comes from Divorce R, which remains badly seen of part of France of the time, and in particular to the center right where it could hope to take part of its voices

  • Prevented by rumors which another candidate could declare in his place, it leaves the funeral ceremony with speed to announce its own candidacy as quickly as possible. Part of the opinion considers the gesture inelegant towards the former president.

Released by Jacques Chirac and 43 deputies of the UDR which supports the candidature of Valery Giscard d'Estaing, coldly supported by the Prime Minister Pierre Messmer, weakened by some awkwardnesses (in particular of the reversals of position of André Malraux, which supports it, on a possible replacement of the book by the audio-visual one at the school), he quickly sees his chances to crumble in the surveys during the countryside of the first turn; Francoise Giroud, which supports François Mitterrand, scorns to attack it and reserves to him this word of a rare cruelty: “One does not draw on an ambulance”; ultimately, with the first turn with its 15,1% of votes, it in third position, is largely outdistanced by Valery Giscard d'Estaing which obtains 32,6%. To the second round, it gives to this last sound “conditional support” against François Mitterrand. Its defeat involved the birth of the cruel neologism “to be made chabaniser”.

Presidency of the National Assembly in 1978

In 1978, an inversion of alliances and the support of the president Valery Giscard d'Estaing enables him to recover the “perch”, i.e. the presidency of the National Assembly, by évinçant Edgar Faure which occupied it since 1973 and which had the support of the president of the RPR, Jacques Chirac, at the time very influenced by the tandem Garaud-July. After the legislative elections of March 1986, it is contacted discreetly by the President of the Republic, François Mitterrand, to become Prime Minister first government of Cohabitation. But the opposition of Jacques Chirac finally made prevail the nomination of the president of the RPR. On the other hand, on April 2nd 1986, an agreement with Jacques Chirac at the expenses of Valery Giscard d'Estaing aiming to him also the perch will enable him to regain easily the presidency of the National Assembly. After the legislative ones of June 1988, he will be the candidate of the deputies of right-hand side to the presidency of the Parliament, but, with 268 votes against 301, he will have to yield the perch to the left-wing candidate, old the socialist Prime Minister Laurent Fabius.

The parliamentary jubilee of 1996

November 12th 1996, on a proposal from the president Philippe Séguin, it is elected honorary president of the National Assembly by the acclamation of all the deputies brought together in the hemicycle, at the time of a solemn homage at the time of the fifty years of its parliamentary life.
