Italian regency of Carnaro

The Italian Regency of Carnaro (in Italian: Reggenza Italiana del Carnaro ) is a State independent proclaimed by Gabriele D' Annunzio in the town of Fiume (today Rijeka, in Croatia), the September 8th 1920. The selected name comes from the Golfe of Carnaro (in Italian: Golfo Carnaro ; in Croatian: Kvarnerski zaljev ), on the banks of which the city is. He never accepted any international recognition, and was replaced in December 1920 by the free State of Fiume.

History

Gabriele D' Annunzio was anxious solution suggested at the time of the Conférence of peace of Paris to solve the problem of Fiume: the city was to obtain an international statute, and to possibly accommodate the seat of the Société of the Nations. With the Italian head irregular, it seizes the city, forcing the allied troops of occupation (Americans, Britanniques and French) to withdraw itself. Its objective was to attach Fiume to Italy, but the Italian government refused, and started to make the blockade of Fiume by requiring the rendering of Annunzio.

This one proclaimed whereas the city was controlled by the Italian Regency of Carnaro, with a constitution which preceded with certain variations the Italian Fascisme. D' Annunzio was at its head as a dictator, with the title of Duce . He was unaware of the Traité of Rapallo and declared the war in Italy, going only in December 1920, following a bombardment of the Italian navy.

The Charter of Italian Carnaro (: Carta del Carnaro ) was a constitution which combined elements anarchistic, supporters of corporatism, Socialists, Bolsheviks and democratic. D' Annunzio is often regarded wrongly as a precursor of the ideas and practices of Italian Fascism (see on this subject work of the American historian Michael A. Ledeen on Annunzio). Its personal political ideas took form with Fiume, in particular under the influence of futuristic like Mario Carli, but also of Bolsheviks like the Belgian Leon Kochnitzky or American Henry Furts, as well as the fundamental influence of the aviator-poet Guido Keller and the anarchist-trade unionist Alceste De Ambris, with whom it wrote the Charter. De Ambris brought the legal and political contents, while D' Annunzio utilized its talents of poet and its desire to return to the modern shape of republic halfway between the civitas of the Romans and the freedom of the communes and medieval free cities. The constitution established a democratic State and supporter of corporatism, with nine corporations which were to represent the various sectors of the economy. Tenth corporation, such an indicated under the name of Energia, it tenth MUSE introduced by Annunzio, was supposed to gather the “artists”, sharp force of the creative flame.

The legislative power was bicameral: there were a council of Best ( Consiglio degli Ottimi ) and a council of the Corporations ( Consiglio deu Provvisori ). Common sessions ( Arengo dei Carnaro ) were to slice on the questions of international law, the modifications of the constitution, and the nomination of a dictator in emergency. In the Charter, the “music” was indicated like the principle founder of the State.
