Isolto

“ISOLTO” is the name of a program launched by the Région Nord-Pas-de-Calais, to France, in 2006 for:

* to reduce the energy bill of the households,
* to improve comfort of the old residences
* to decrease the emissions of Gas to greenhouse effect, and thus;
* to fight against the Climate change.

This operation results in a campaign (regional) communication and the offer of a loan with 0% (according to methods, with maximum loan of 4000 € including all taxes, And 6000 € including all taxes if the Isolant is a éco-material)

This loan aims at encouraging the thermal insulation Toiture S by professionals of the building. The roof is indeed the first thermal source of loss in the house; up to 30%!).

Partners

The banking partners of the District council and the Ademe are for the financial part and the management of the files of loans Crédit Agricole and the Solféa bank, with the participation of Gaz de France).

Among the partner contributing to the sensitizing and diffusion of the operation:

Eligibility

To profit from the loan, any applicant must:
  • To insulate a roof, and possibly in complement, floors, walls, windows or to make install a system of regulation of the heating.
  • To call upon a professional
  • To be occupying owner, or financial backers of houses, apartments, buildings built before 1982.
  • To invest 750 € including all taxes at least in the insulation of the roof.
  • To require certified insulating materials ACERMI, and for the windows, certification ACOTHERM, guaranteed thermal good performances, of safety and comfort
The more “ R ” (thermal Résistance is raised, the more the material is insulating. To profit from the Isolto loan, R must be equal to or higher than 5,5 m ² K/W in the case of insulation of inclined roofs or 3 m ² K/W in the case of the insulation of the flat roofs, walls or floors. The reflective thin “insulating” not profiting from certification ACERMI, they are not eligible with the Isolto loan.

Replacement of windows: the thermal Coefficient of transmission (Uw) guarantees also quality of the thermal and acoustic performances. More weak Uw, more the thermo isolation is effective; it must be lower or equal to 1,5 W/m ² K to profit from the Isolto loan. (neither certification CEKAL of the glazing, nor only “the Technical opinions ” is enough to profit from the Isolto loan).

Expenditure covered by the Isolto loan

  • insulating standards or éco-materials; Éco-materials being here defined like materials having consuming little fossil energy for their production/recycling, durability in time, with weak impact on the Environment and the Health, of origin vegetable or animal and profiting from a certification ACERMI and/or an technical opinion CSTB. They are insulators in bulk, in blocks or rollers, containing Cellulose (Chanvre, Coton, fibers or wool of Bois) or of duck feathers…)
  • windows, doors - windows, certified windows of roof ACOTHERM (with air intake obligatory car adjustable or hydroréglables).
  • vapor barrier and slows down vapor.
  • tiles of ventilation.
  • additional of installation: joining or attachment unit of insulators and the windows, plasterboards for roofs arranged.

For an insulation interns walls:

  • assembly and the disassembling of the radiators including the modification of the drains, the jointing of the panels, plates.

For an external insulation:

  • coats covering of insulator.
  • Installation of room thermostats, external probes.
  • Waste disposal of the building site of insulation (old insulators, falls, rubble…).
  • Costs of labor (related to the realization of work of insulation only).

Not taken into account:

  • Alteration work: electricity, painting…
  • Replacement of the roof, frames, tiles, panels, thatched roof, corrugated irons, repair of chimney, gutters.

Methods

  1. File to be withdrawn in the banking agencies partners
  2. guaranteeing Choice of a company of the thermal performances and the numbers of certifications ACERMI for insulators ACOTHERM for the windows.
  3. to join the documents in proof, from of which detailed estimate established by the company distinguishing well supplies (insulators and accessories of installation) and labor. A estimate-type is proposed by the Banks (Solfea or Crédit Agricole). The agricultural credit asks for the opening of an account for the payment of the monthly payments, the Solféa bank requires a bank account number;
  4. To address the file to the Bank, for instruction;
  5. the Bank informs the applicant of his decision and sends a contract to him to be returned signed;
  6. When work is made, the applicant sends a certificate of end of work signed by him and the company, and a copy of the invoice;
  7. has reception of these parts, the Bank addresses an amortization table and rule directly the company by check or transfer.

An insurance near the bank is possible and optional. The applicant can profit from a Tax credit of 25%
