A invitation to tender is a procedure which allows a Commanditaire (the owner building ), to make the choice of the Entreprise the (the holder) most capable carry out a service of work, supplies or services.

For the attribution of a Government contract, the building owners must respect a strict procedure of selection in order to guarantee the equal treatment between the companies candidates.
