Internet citizen

Appeared in France in 1995 at the time of a call to the G7 launched by a collective of Sociologist S and Philosopher S (VECAM), the expression Internet citizen includes the uses and the tools related to Internet and dedicated to noncommercial actions.

One can describe the “Internet citizen” by the following characteristics:

  • noncommercial, not merchant without financial affairs with lucrative goal;
  • resulting from the social economy and interdependent, the Public sector or the Research;
  • public: administration on line and local services;
  • of general interest: Employment, Inheritance, Health, education, Formation;
  • of service S essential: helps with the projects, local democracy, put in network of the people and local organizations for the exchange and the coproduction;
  • accessible: supporting the public distant ones culturally (elderly, refusal of technology, little practice of the writing,…) economically (not of access), socially (people isolated, prone from discrimination, etc).

Associations take party to defend Internet citizen for company of information which respects the identities and the Pluralité, which avoids creating or reinforcing elitisms, and which takes care of the nonMarchandisation of the tools that they consider essential to the public services. It militate in particular for the diffusion of the free licenses).

The most interesting experiments of the Net are those which relate to new ways of cooperating, to carry out projects collectively, which constitutes the gasoline even Politique. Principles governing the rights of reading, modification, control or moderation on a site (as for example that on which you read these lines in this moment) resemble much functionally so that is a Constitution for a country.
