International partnership of action on carbon
October 29th, 2007, of the countries, the States and the provinces announce the creation of a partnership of the Marchés of carbon to fight against the Réchauffement of the planet.
A made up coalition European countries, States of the United States, Canadian provinces, of New Zealand and Norway announced today with Lisbon (Portugal) the creation of the international partnership of action on carbon to fight against the Climate warming.
The International Carbon Action Partnership (ICAP) will offer an international framework in which the governments and the public authorities which adopt constraining systems of levelling off of the emissions of Gaz to greenhouse effect and of exchange of rights of emission will be able to share their experiment and to share the best practices as regards systems design of exchange of rights of emission. This co-operation will guarantee a better compatibility of the programs which will contribute together to the installation of the bases of a worldwide market of carbon. This market will stimulate the request for products and of services with low carbon intensity, will encourage the innovation and will guarantee reductions economically advantageous which will make it possible to reduce quickly and in a significant way, on a worldwide scale, the emissions responsible for the warming of planet.
This international agreement and interregional historical was signed today by the North-American members (the United States and Canada) of the Western Climate Initiative (Western initiative for the climate), the States of the North-East of the members United States of the Regional Greenhouse Gas Initiative (regional Initiative to fight gases with greenhouse effect), like by European members of which the the United Kingdom, the Germany, the Portugal, the France, the Netherlands and the European commission. The New Zealand and the Norway joined there under their programmes of exchange of rights of emission.
Were present at the top Portuguese the Prime Minister, Jose Sócrates, who take the presidency of the Council of the European Union, the president of the European commission, Jose Manuel Barroso, the governor of the New Jersey, Jon Corzine, the governor of New York, Eliot Spitzer, and the Prime Minister of British Columbia, Gordon Campbell. British the Prime Minister, Gordon Brown, and the governor of California, Arnold Schwarzenegger, took part in it by means of video messages.
ICAP will open transportation routes allowing the information exchange useful, in particular as regards research, of strategic initiatives, gained experience and evolutions. While collaborating in the definition of similar principles of design, partners ICAP guarantee that the future systems of markets, coupled to a regulation in the shape of constraining ceilings, will stimulate the world demand of products and of services with low carbon intensity, will encourage the innovation and will allow to obtain reductions of the world emissions as soon as possible and with the lower costs.
The new partnership supports the efforts currently made with the title of the Convention-tallies of the United Nations on the climate changes which, of the opinion of all the members of ICAP, has a crucial role to play in the fight against the warming of planet.
The problem of the warming of planet requires a planetary solution. ICAP will contribute to this solution:

while supervising, while declaring and while checking in a rigorous way and specifies the emissions and while endeavouring to determine reliable sources deserving to be taken into account in a program on a worldwide scale;

by encouraging the common approaches and by reinforcing the capacity of association of the partners so as to widen the worldwide market of carbon, by avoiding the losses;

by creating a true financial incentive in favor of the innovation, the development and the use of the clean technologies;

by encouraging the private investors to choose projects and technologies with low carbon intensity, by generating flows of capital necessary to ensure the transition towards a company producing little carbon;

by providing flexible mechanisms of setting in conformity guaranteeing of the reliable reductions as soon as possible and to the lower costs.
