International federation of the human rights

FIDH ( International federation of the human rights ) is a federative Governmental organization whose vocation is to concretely act for the respect of all the rights stated in the Universal declaration of the human rights (1948) - the civil laws and policies like the economic rights, social and cultural.

Composed of ten national associations to its creation in 1922, whose leagues Frenchwoman (League of the human rights) and allemande (International Liga für Menschenrechte), the FIDH gathers, since the congress of Lisbon, in April 2007, 155 leagues members in more than 100 countries. It coordinates and supports the actions of its leagues and a relay brings to them on the international plan. Following the example leagues which compose it, the FIDH is non-partisane, not-denominational and independent of any government. The FIDH has of an advisory statute near UNO, of UNESCO and the the Council of Europe, and the statute of observer near the African Commission of the human rights and the people.

To protect those which defend all the rights for all

The increasing mobilization of the civil society in favor of the human rights is accompanied unfortunately, in very many State S, of an intensification of repression against their militants. The FIDH supports and protects the defenders and mobilizes the international community to make recognize their role.

Justice for the victims

The FIDH supports and uses the whole of the national, regional and international mechanisms of fight against impunity, like as many tools of answer to the rights to the Vérité, the Justice and repair. It daily accompanies the victims by Torture, of War crimes, Crimes against humanity and Génocide, throughout their legal steps. The FIDH contributed to the creation of the International penal court and takes part each day in its action. It also contributes to the national processes of transitional justice.

A respectful Universalization of the human rights

The FIDH militates so that universalization fits in the respect of the human rights and the dignity of the person. She requires States but also Entreprise S and International institutions which they work out their policies or implement their strategies and them, in the full respect of the universal human rights.

The respect of the Women's right as a Basic rights

The FIDH supports implementation the effective of the Convention of the United Nations for the elimination of all forms of discrimination with regard to the women, so that the rights are actually respected - to start with the principle of equality - and to support their determining role in the processes of Paix and development.

To contribute to the respect of the human rights within the framework of the antiterrorist fight

The FIDH considers that this legitimate and essential fight must be carried out in the strict respect of the universal standards of protection of the human rights. The FIDH gets busy to denounce the opportunist diversion of the fight against terrorism at ends of fundamental repression and breach of liberty.

To establish the facts: missions of investigation and legal observation

Since the sending of a legal observer to a lawsuit until the organization of an international mission of investigation, the FIDH has developed for 50 years a practice rigorous and impartial of establishment of the Fait S and Responsabilité S. the experts sent on the ground are voluntarily with the service of the FIDH. The FIDH organizes multiple activities in partnership with its organizations members in their country. They aim reinforcing the capacity of action and influence of the militants of the human rights and at increasing their credibility near the local public authorities.

To mobilize the community of the States: a permanent Lobbying near the intergovernmental authorities

The FIDH supports its organizations members and its local partners in their steps within the intergovernmental organizations. It contributes to the increased protection of the victims by alerting the international authorities on situations of violations of the human rights and by seizing them of particular cases. It takes part in the development of the international legal instruments.

To inform and denounce: the mobilization of the Public opinion

The FIDH alerts and mobilizes the public opinion. Official statements and press conferences, open letters with the authorities, reports/ratios of mission, calls urgent, petitions, campaigns, Internet site… The FIDH uses all these essential means of communication to make known the violations of the human rights.

The operation of the FIDH

The FIDH has its seat in Paris. It rests primarily on a voluntary mobilization. It is made up of leader bodies and a reduced permanent structure, which supports the action of its persons in charge and operations managers.

Every 3 years, the Congress of the FIDH joins together its associations members to elect the International office, to fix the priorities of the organization, and to decide affiliation of new partners or exclusion of the organizations members not answering more the criteria defined in its statutes.

The International office of the FIDH represents the diversity of its organizations members. It is composed of the president, the treasurer, 15 vice-presidents and 5 general secretaries, all elected voluntary and representing all the areas. The honorary presidents sit at the International office with an advisory voice. The International office meets 3 times per annum. These meetings make it possible to lay down the political orientations and strategic FIDH, to work out and vote the budget.

The Executive office, composed of the president, the treasurer and the 5 general secretaries, manages and manages the FIDH with the daily newspaper. It associates competences of operations managers. The assistant general secretaries, elected by the International office, sit at the Executive office with advisory voice. It meets once a month to make the decisions of topicality answering the needs and the requests formulated by the organizations members (sending of missions, cooperation programs, events…)

The Offices associate the collaborators necessary to the action of the FIDH, in particular of the permanent Delegates near intergovernmental organizations and the operations managers. The team of the operations managers gathers several hundreds of collaborators originating in all the areas.

The international Secretariat is based in Paris. It implements the decisions of the International office and the Executive office, and ensures a regular follow-up of the relations with the organizations members. Its reduced structure (about thirty permanent assisted trainees and the voluntary ones) confers a great flexibility to him.
