International Socialist
The Internationale Socialist is an international political organization who gathers the major part of the Socialiste S, social democrat and members of the Labor Party of the world. She is the direct heiress of the Internationale socialist worker.
History
After the Second world war, the international socialist movement is weakened, and divided on the attitude to have towards the Soviet Union. It will take several years to lead to the creation of the IS.
The rebuilding of International (1944-1951)
The progressive rebuilding of International of the parties Socialist, social democrats and members of the Labor Party after the Second world war is done in the form of International Conferences meeting regularly until 1951.
Preparations of the first conferences (1944-1945)
The congress of the Workers party of December 1944 is the occasion to discuss the rebuilding International after the conflict, in the presence of delegated SFIO, Swedish social democrat working Party and representatives of the parties in exile (Norwegian Workers party, Polish Socialist party, Parti working Belgian and Italian Socialist party). They decide to convene a preparatory conference.This conference takes place on March 5th, 1945 with London, thirteen parties are represented, but neither the Germans, neither the Austrians, nor the Hungarians were invited, and all the invited parties could not send delegates. The conference approves the occupation of Germany and the denazification, but refuses its division in several states. Especially, she points out the need for the unit of the working class and the agreement with the Soviet Union. The arrival of the Members of the Labor Party to the capacity with the the United Kingdom, the presence of other parties members of the IOS to the capacity in their country (Sweden, Norway, New Zealand, Australia) made IOS a true power for the first time of its history.
The conference of Clacton-one-Sea (11 May 19th, 1946)
The conference of Clacton is the first official meeting of the IOS since that of Paris in 1933. In its memorandum on the unit of the international labor movement, Harold Laski proposes requires it of a work with the USSR so that Europe becomes in the long term a socialist continent. But of the differences between those which want to rebuild a IOS identical to that of pre-war period (SFIO, Socialist party Swiss, Belgian and Austrian), those appear which are opposed to it to form international different a Labor, and those which plead for International single, socialo-Communist, with the image of what was done for the world Trade union federation. The conference does not manage to find an agreement, and the question of the reconstitution of International is deferred. A socialist Office of information and connection (SILO Socialist information and connection office ) is however set up at London with Denis Healey at his head.
The conference of Bournmouth (3 November 8th, 1946)
This conference makes the decision to dissolve the Internationale socialist worker officially, but, it is always impossible to find an agreement between the countries of Western Europe, carried out mainly by the Ploughing, and those of Eastern Europe. It is especially the question of the rehabilitation of the SPD in the International one which divides the assistance. The German representatives are invited to be explained in front of the next conference.
The conference of Zurich (6 June 9th, 1947)
It gathers delegates of 23 parties. The last day, the German delegates, Kurt Schumacher, Erich Ollenhauer and Fritz Heussler come to defend the rehabilitation of SPD within the international socialist movement. They come to show that there was a socialist resistance movement during the Nazi regime, but that the Gestapo was powerful, and the SPD could not play on nationalist fiber. A commission is installation to judge rehabilitation in the future of the SPD, and another commission is installed to study the question of the reconstitution of the International one.
The conference of Antwerp (November 29th - December 1st, 1947)
This conference proceeds after the conference of Szklarska Poreba which constituted the Kominform which takes the continuation of the Internationale Communist. The conference of Antwerp gathers 17 parties, including the Polish Socialist party, Parti social democrat Hungarian and Parti social democrat Czech. She refuses the quality of deputy with the representative of the Bulgarian social democrat Parti regarded as pro-Communist, but admits it like observer. Without condemning Cominform, the conference decides against any attack towards social democracy. She votes the admission of the SPD, in spite of the opposition of the Parti social democrat Hungarian, of the workers party of Palestine (Jewish), of the Polish Socialist party and the Czechoslovakian social democrat Parti; the Italian Socialist party and the Polish Jewish working Ligue abstain from. Finally the conference sets up the Comité of the international conference socialist (Comisco - Committee off the International Socialist Conference ) with a delegate by party member, and chaired by the British Morgan Philips.
The conference of London (20 March 23rd, 1948)
This conference which takes place after the Coup of Prague condemns the Kominform which it makes responsible for the schism of the labor movement. The parties which support the Communist parties in the East are excluded from the Conference, and it obliges the Italian Socialists sliced between their collaboration with the Kominform and that with the Socialist free.
The conference of Vienna (4 June 7th, 1948)
The conference condemns the People's democracies qualified dictatorships which “betray the democracy as well as socialism”. The same resolution is opposed to any mode of sole party. The executive of the Italian Socialist party tries to justify its position in a memorandum condemning the action of capitalism and the the Vatican to create a clérico-preserving Italy.
The conference of Baarn (14 May 17th, 1949)
This conference excludes finally the Italian Socialist party after it have to refuse to reunify with the Italian democratic Socialist party which refuses subordination to the Communists. This conference also discusses the European unit. A few months after, the socialist parties of Eastern Europe create in July 1949 the socialist Union of Central and Eastern Europe chaired by Zygmunt Zaremba which receives an advisory statute within the international socialist Conference.
Conference of Paris (10 December 11th, 1949)
The conference elects a secretary in the person of Julius Braunthal and establishes a commission having to prepare a statement of principles.
Conference of Copenhagen (1 June 3rd, 1950)
In addition to the admission of the Japanese Socialist party and Socialist party of Uruguay. A commission chaired by Solomon Grumbach sets up itself to amend the declaration plan of principlesFinally the Belgian Socialist party request the reconstitution full and whole of the International Socialist.
The International Socialist (since 1951)
In 1951, the Congress of Frankfurt founds the International Socialist under his current form. At the beginning it gathers almost only parties of Western Europe, however the decolonization and especially the fall of the communist countries will see it extending its influence considerably.
