International IDEA

Created in 1995, the International institute for the democracy and the electoral assistance (IDEA), an intergovernmental organization including/understanding of the Member States of all the continents, has the role of promoting the durable Démocratie in the world. The objective of IDEA is to help to improve the design of Institution S and democratic processes key by the means of a better knowledge and a comprehension of the questions which condition democratic progress.

It gathers those which analyze and follow the tendencies of the democracy and those which begin directly in the political reform or act in favor of the support of the democracy, at the national level and abroad. IDEA works at the same time with new democracies and democracies of long time, while helping to develop and reinforce the democratic institutions and the culture. He works in partnership with the international, regional and national bodies.

IDEA aims to

  • To help the countries to reinforce their capacity to develop and consolidate democratic institutions, and to identify and reinforce the position of the key democratic actors.
  • To provide a forum for the dialog between researchers, decision makers, activists and professionals in the field of the democratic processes.
  • To synthesize research and the experiments on the ground, and to develop practical tools in order to help to improve the democratic processes.
  • To promote the transparency, the responsibility and the effectiveness within the framework of management of the elections.
  • To facilitate the evaluation, the follow-up and the promotion of the democracy by the citizens at the local level.

The spheres of activities of IDEA include/understand

  • Reinforcement of the democracy and management of the conflicts. To develop the process aiming to build a consensus, to define the priorities, to develop political institutions and constitutions, to allow the dialog and to promote the reconciliation and the integrating democracy.
  • To reinforce the electoral processes. To adapt the electoral systems, to improve the level of access and the participation of the voters, to guarantee professional and independent management, and to reinforce the confidence of the public.
  • To develop the political parties to make essential democratic actors of them. To revise the external regulations and their application, public finance, the democracy and management interns, the relations with the civil society and the general public.
  • political Equality and participation, in particular of the segments under-represented of the company (of which women in policy). To identify the manners of building engagement towards integrating policies and of providing an experiment by the application of special measures, like the female quotas.

IDEA is based on the comparative experiment, the analysis and a dialog of great scale with the experts, in order to identify the examples of good practices and to develop the tools and guiding lines having to be employed to support the democracy. IDEA has an Internet site in full expansion, on which are placed at the disposal of the documents on a purely free basis, of which sets of data and publications regular.

IDEA also creates networks of experts, product of the documents of formation and offers strategic councils on questions referring to its work program. IDEA collaborates with the members of the international community of assistance in the democracy, like with the local actors in Africa, in Asia and Latin America, in the Arab world and in the Caucasus of the South.

Partnership

The members and the associated members are important partners of IDEA. The Institute also works with the intergovernmental organizations, such as the African Union (UA), the Organization of the American States (OAS), the Organization for safety and the co-operation in Europe (SOEC) and the the United Nations, with agencies and development banks like the Programme of the United Nations for the development (UNDP), the the World Bank and the inter-American Banque of development - like with many development agencies bilateral, parliamentary and professional entities and a large range of nongovernmental and university networks at the national and international level. IDEA cooperates with many national institutions, of which bodies of management of the elections throughout the world. Moreover, on December 9th, 2003, IDEA saw itself granting the statute of observer to the United Nations, giving him access to a certain number of drilled political in which are discussed the relative questions with the democracy.

The Suisse prepares to join the organization and the Japan adopted the statute of observer. Moreover, an adhesion under associated member is opened to the governmental organizations. Four associated members are currently counted: the International institute of the press, Parliamentary for a World Action, International Transparency and the Inter-American Institute for the Human rights.

Organization

IDEA includes/understands an international personnel based with Stockholm (Sweden) and on the ground. It is directed by a General secretary and answers the Board of directors, which is in charge of the supervision of the policies and approves the work program and the budget of the institute. The members of the Board of directors sit in their self capacitance.

The Board of directors is chaired by Mrs. Lena Hjelm-Wallén, former Foreign Minister and former vice Prime Minister of Sweden. The Board of directors and his president are named by the Council including/understanding the Member States and the associated members. The Council, currently under the presidency of Chile, and the vice-presidency of the Netherlands and Botswana, organizes the general orientation of the work of IDEA and approves the novel members. IDEA is financed by the contributions of the Member States and thanks to complementary funds coming from a variety of other sources.
