The Intercommunity association of Water and Cleansing of Mayotte (SIEAM) was created on January 1st 1992 by the fusion of three associations of communes: north-eastern sector (Communes of Mamoudzou, Koungou, Dzaoudzi-Labattoir and Pamandzi), sector North-western (Communes of Ouangani, Chiconi, Sada, Chirongui, Bouéni and Kani-Kéli) and of the Communes of Bandrélé, Dembéni, Tsingoni and Me tsangamouji, in the past managed in Governed direct.

Named SAEM until April 1998, the Trade union takes the denomination of Intercommunity association of Water and Cleansing of Mayotte (SIEAM), after the integration of the cleansing in its competences.

The SIEAM is a territorial collectivity to which the 17 communes of Mayotte delegated their competences water and cleansing. He is thus building owner on the island of principal work relating to the drinking water supply (drains, tanks…) and with the cleansing of the waste water (networks and systems of treatment).
