Intercantonal gymnasium of Broye
The Gymnase intercantonal of Broye (GYB) is a school Suisse of the secondary degree 2 located at Payerne.
Presentation
The Gymnasium opened its doors in August 2005 and includes/understands formations leading to the following titles:- certificate of maturity
- certificate/diploma of general culture
- certificate/diploma of commercial studies
- professional Maturity commercial
The GYB is an establishment of public law, equipped with the legal personality. Convention intercantonale of December 9th, 2002, adopted by the Councils of State of the cantons of Freiburg and Vaud, into fixed the legal framework and autonomy.
History
Feasibility and first studies
The idea of the creation of a inter-cantonal Gymnasium appears for the first time in the report/ratio of an abstract work group in 1991. The studies continue under the aegis of the regional Community of development of the Broye Freibourgese and of Vaud (COREB) and lead to a first positive report/ratio of feasibility addressed to the Councils d'´état Freibourgese and of Vaud in 1994.A inter-cantonal institutional group is then made up by the two Councils of State; its work covers the questions of feasibility, of site of establishment and inter-cantonal regulation.
The intermediate report/ratio n° 2 (dated January 9th 1997) leads to the signature of an undertaking to purchase of the ground by the Councils of States Freibourgese and of Vaud, the commune of üayerne and the owner of the ground of the Tawery.
The intermediate report/ratio n° 3 (dated May 13rd 1998) brings to the historical meeting, the November 5th 1998, of a joint parliamentary committee of the great councils of the cantons of Freiburg and Vaud charged to examine the report/ratio on the project of inter-cantonal gymnasium of Broye. The latter concludes:
“ a certain number of questions remain naturally open and will have to be solved the ones after the others. It is essential to work by priority and initially, if feasibility appears possible, to stop the principle. Any institution intercantonale request of the efforts and the concessions on both sides. ”
Convention and contest of architecture
A last intermediate report/ratio in September 1999 allows the adoption in May 2000 by the great councils of the two cantons of a credit for the acquisition of the ground and another credit for the studies for the construction of the buildings intended for the gymnasium. The contract of purchase of the ground is signed on October 6th, 2000 and the principal mandate of studies is given in July 2001 to the office of architect Boegli and Kramp, prize winner of the contest for their " project; bar-brise".Inter-cantonal Convention on the creation and the exploitation of the gymnasium is the object of presentations and consultations until its ratification by the Councils of State of the two cantons on December 9th, 2002, after its examination by a joint parliamentary committee.
The decree voted by the great councils Freibourgese and of Vaud in February 2003 relates to adhesion to inter-cantonal convention and a credit of work for the construction of the buildings of the gymnasium. The financing of construction is subjected successfully to the popular voting in the two cantons on May 18th, 2003.
Construction and implementation
Between August 2003 and August 2005, the various bodies specific to the gymnasium will be set up whereas, in parallel, the buildings are built and equipped. The buildings respect the standard " Minergie" , presenting low fuel consumption of energy. August 29th, 2005, with 7:45, it is the first re-entry of the classes; September 30th takes place the official unveiling and on October 1st, one day " doors ouvertes" for the public of the area.
