Pt Instituto Nacional de Estatística or INNATE French (: “National institute of the statistics”) is the official organization Portuguese in charge with the collection, the production and the publication of the Statistique S.

Successive structures

It was created in 1935, succeeding various other organizations or formations which had been charged to produce statistics since more than one century:
  • In 1841 was instituted, within the public Ministry of Labor of the kingdom of Portugal (Pt Ministério das Obras Públicas) , a “Section of the statistics and topography” (Pt Secção de Estatística E Topográfica) .
  • In 1857 is created a “central Commission of the statistics of the kingdom” (Pt Comissão Central of Estatística C Reino) , having in particular for mission of coordinating the statistics in all the branches of the Portuguese public administration.
  • In 1859, the “Section of the statistics and topography” is replaced by a “Statistical office” (Pt Repartição de Estatística) .
  • In 1864, the “Commission central of the statistics of the kingdom” is in its turn replaced by a “General advice of the statistics” (Pt Conselho Geral de Estatística) .
  • In 1869, the “General advice of the statistics” yields the place at a “central Commission of the statistics” (Pt Comissão Central of Estatística) .
  • In 1887, “Commission central of the statistics” changes in its turn of name and becomes the “Superior council of the statistics” (Pt Conselho Superior de Estatística) .
  • In 1898 is created a “Head office of the statistics and resources national” (Pt Direcção-Geral de Estatística E back Próprios Nacionais) .
  • In 1911, the “Head office of the statistics and the national resources” changes name to become the “Head office of the statistics and taxation of the public limit companies” (Pt Direcção-Geral de Estatística E Fiscalização das Sociedades Anónimas) , more usually called “Head office of the statistics” (Pt Direcção-Geral de Estatística) .
  • the reform of 1935 is the last having seen a name change of the organization of centralization and coordination of the statistics at the national level. On this occasion, the “Superior council of the statistics”, created in 1887, is him also removed.

Various structural reforms intervene during the following decades, without touching in the name of the INNATE one, with for example the re-creation of a Superior council of the statistics, then the creation of regional delegations, in 1973, and finally the great reform of the statistical system, led 1986 to 1989, outcome with:

  • with the law of April 15th, 1989, providing the foundations of the national statistical system;
  • with the Order in Council of August 23rd, 1989, bearing reforms statutes of Pt Instituto Nacional de Estatística.

INNATE code

The INNATE one works out a “Code of administrative division” (Pt Código da Divisão Administrativa) , more or less comparable, by certain aspects, with the Code INSEE used by INSEE in France.

The HALF-VALUE LAYER uses, to indicate each territorial administrative entity (districts, concelhos and the Freguesia S), a group of two digits. The groups are indicated, in summary, by letters DT (Pt distritos) , DC (Pt concelho) , FR (Pt freguesia) .

For example, for Pt freguesia of Pombeiro de Ribavizela, the code is 13 03 15:

However, according to the territorial reorganizations, these codes are likely to change one year on the other, unlike the groups of natures used for example in code INSEE with 8 characters and 3 intermediate spaces (or its simplified version with 5 characters).

The INNATE code is also comparable with the Italian Code ISTAT .
