Institution in Mali

The institutions of Mali are defined by the Constitution adopted by referendum the February 14th 1992 instituting the third republic.

The President of the Republic

The President of the Republic is the Head of the State. It is guaranteeing national independence, Intégrité of the territory, respect of the treaties and international agreements. It takes care of the regular operation of the public authorities and ensures the continuity of the State.

It names the Prime Minister and the members of the government. Chairing the Council of Ministers which meets each week Wednesday, it signs the ordinances and the decrees. It also promulgates the laws adopted by the National Assembly.

The President of the Republic is the supreme leader of the armies.

The President of the Republic can dissolve the National Assembly. When the Institutions of the Republic, the independence of the Nation, the integrity of the national territory, the execution of its international engagements are threatened in a way serious and immediate and that the regular operation of the constitutional public authorities is stopped, the President of the republic issues the state of siege and the state of emergency and takes exceptional measures within a framework fixed by the constitution.

The President of the republic is elected by the universal direct suffrage for a five years mandate renewable once.

In the event of vacancy of the presidency or absolute or final prevention noted by the Constitutional court, the functions of the President of the Republic are exerted by the president of the National Assembly while waiting for the election of a new President during one time from 21 to 40 days.

The president of the Republic is currently Amadou Toumani Touré.

The government

The Prime Minister and the ministers are named by the President of the Republic. They meet every week in the Council of Ministers under its presidency.

The Prime Minister is currently Modibo Sidibé.

The National Assembly

The National Assembly is the single room of the Parliament. It adopts the laws which are then promulgated by the President of the Republic. It controls the work of the government.

The deputies, 147, are elected by the universal direct suffrage for a five years mandate. The last election took place in 2007.

The current president of the National Assembly is Dioncounda Traoré.

The High council of the territorial collectivities

The mission of the High council of the territorial collectivities is fixed by the constitution: “to study and to deliver an opinion justified on any development policy room and regional”. The National Advisers are elected for five years by the indirect suffrage. They ensure the representation of the territorial collectivities of the Republic. The Malians established outside are represented at the High council of the Communities.

75 national advisers sit High council of the communities with at a rate of 8 advisers for each area and the district of Bamako and 3 advisers representing the Malians established outside. They are elected by the indirect suffrage for a 5 years mandate on the level of each area and district of Bamako by a college made up of the whole of the communal advisers in exercise. The last elections took place March 18th, 2007.

The president of the High council of the Territorial collectivities is currently Oumarou Ag Mohamed Ibrahim Haïdara.
