Representing the Vice-chancellor of academy, the inspector of academy , director of the departmental services of State education (IA-DSDEN), is in the department the person in charge of the services of the education, except for those of the higher education. It is named by decree President of the Republic, on proposal of the Minister for State education.
In the twenty-five most important departments, it is assisted of one or several assistant inspectors of academy; in the others, of a Inspector of the State education which coordinates the IEN (inspectors of State education, in charge of the inspection of the Masters of the first degree) of the department.
There are currently approximately 150 Inspectors of Academy in function (1 DSDEN by department, others being assistant).
It must, to be named, be titular of a Diplôme high level university (doctorate), aggregate professor or originating in the body of the inspectors of State education (IEN) or that of the civil administrators.
Its responsibilities were increased during these last years following measurements of Déconcentration and by the implementation of the policy of Décentralisation.
They are exerted in the fields:
- administrative: the inspector of academy directs the whole of the services of education of sound department;
- teaching: on the one hand, it maintains the very close relations with the educational persons in charge (chiefs of establishment, inspectors of State education) whom it informs, advises, assistance in their initiatives; in addition, it ensures the coordination of the whole of the educational actions.
It is on the level of the primary education that its capacities are widest. The inspectors of State education are placed under its authority. It almost completely manages the departmental body of the Instituteur S and the professors of the schools. It composes the jurys of the various examinations and chairs the majority of them.
As regards secondary education, its capacities are less important and are generally delegated to him by the vice-chancellor. He can inspect the establishments, to control their administrative management and financial, to supervise their teaching methods. He delivers his opinion on their draft budgets and accounts financial before transmitting them to the vice-chancellor. He manages their personnel. He plays a big role in the organization of the baccalaureat.
It with the responsibility for the actions of information and orientation in its department. It is assisted in this field by an inspector of information and orientation.
Its competence also extends to technical education, with the continuation activities perished and, the school sports, continuing education, the health of the pupils, constructions and school transport.
