Inspection and, checking Audit Board of the United Nations

The Audit Board, checking and inspection of the United Nations (UNMOVIC) is a subsidiary body of the Safety advice of the the United Nations in charge of the inspection of the weapons in Iraq.

It was created, under the terms of the resolution 1284, was adopted by the Safety advice the December 17th 1999, to succeed the special subcommittee of the United Nations (UNSCOM) which was shown to be used by agents of the CIA for espionner Iraq.

The UNMOVIC was to continue it the mandate of the latter to knowing to disarm Iraq of its weapons of massive destruction (biological chemical weapons and missiles of range higher than 150 km) and to implement the system in place of control and checking to make sure of the respect throughout Iraq of its obligations not to acquire the same weapons, whose possession was prohibited by the Safety advice.

Its executive president was Swedish Hans Blix, and was replaced by the Greek Demetrius Perricos in July 2003. Mr. Perricos was hitherto Directeur of the Division of Planning and Operations. The executive president is held to submit a report at the Safety advice on the activities of the UNMOVIC every three months. He is helped in his load by 16 experts, members of the College of the Police chiefs of the UNMOVIC, whose mission is to provide opinions and councils to the executive President in the execution of its functions.

The Commission was financed starting from a small percentage of the funds produced by the oil exportation by Iraq within the framework of the program “oil for food” to the end of this program. Personnel of the Commission included of the specialists in armaments in the missiles fields, biological and chemical, of the analysts, the scientists, the engineers and the planners of the operations. The UNMOVIC includes/understands four divisions (Planning and operations, Analyze and evaluation, Information, technical Appui and formation) just as an administrative service. The Commission has its seat with the the United Nations in New York.
