Insecticidal operation

The insecticidal Opération would have been an military operation organized at the request of the temporary Gouvernement Rwandan during the Génocide in Rwanda and with which the Captain Paul Barril would have been associated according to certain investigations. However, no official confirmation in forever made.

In June, on the Rwandan officers decided to offer premiums to incite the participants in the training program to conduct attacks behind the lines of the FPR, which was vulnerable because they extended on long distances. However, the military situation changed too quickly so that they have time to put their decision at exécution104.

According to Sebastien Ntahobari, then military attach3e to the embassy from Rwanda in Paris, the Minister for Bizimana Defense transferred 1.200.000 dollars (more than 6 French franc million) from Nairobi in Paris in June 1994 and sent a fax to Ntahobari to pay this sum with Barril, in exchange of various “services and assistance”, without more precision. An assistant of Barril moved with the embassy to come to seek the money 105.

Another officer spoke to me about the presence of at least two European soldiers, French-speaking, who did not know anything Rwanda, and who had been transported by helicopter of Kigali until Bigogwe, for this same period. It seems probable that there were mercenaries engaged by Paul Barril in this operation.

the French authorities did not tackle the question of the behavior of Paul Barril, under pretext which he is not any more one French soldier. However, its bonds with the French Army are very important. It is known well that the army employs people under contract for operations which it cannot assume officially. It is a way for the government of acting semi-officially, via people who it estimates to be of confidence.

The investigation of Patrick de Saint-Exupéry

The journalist Patrick de Saint-Exupéry will write in 2004:

“Paul Barril will sign a contract of 1.200.000 dollars with the government of the killers. It will carry out the “training program” of a “unit of elite”, bearing on the “shooting” and the “techniques of infiltration”. The contract is entitled insecticidal Opération. ”
