The illiteracy is the complete incapacity to read and write, generally for lack of training.

Prevalence

In Belgium, with the development of the obligatory Schooling, the rate of illiteracy strongly moved back, until reaching a very weak minority. The Military service, when it was obligatory, also made it possible to detect illiteracy at the men and to inform them. On the other hand the rate of Illettrisme remained important in spite of schooling.

A series of indices show that in Belgium the rate of people illiterate (or illiterate) turns around 10% but there is no study of extent of competences of the adults.

In France, a study of INSEE showed, in 2002, that 12% of the population cannot read. The question of the thresholds and the type of competences tested is obviously important. Just like in the regular investigations of OECD.

With the Brésil according to IBGE illiteracy reaches 30% of the population between 15 and 64 years and functional illiteracy 37% of the population to the 15 year old top. One defines as illiterate functional that which has less than four years of study and which is able only to include/understand a text court of only one phase.

In 2006, nearly 13% of the world population was illiterate.

Definition of UNESCO

In 1959, UNESCO gave the following definition of illiteracy: “an illiterate person can neither read nor to write, by including/understanding it, a simple text in connection with her daily life”. Analphabète is a “generic” term here, whatever the course (school) of the person.

Today the definition of UNESCO is more complex, includes the fact that each one can decipher its environment and take part in the company in which he lives. It is more interesting but that synthesizes and visualizes less one problems.
