Igor Starsky is a character of Marvel Comics creates by Stan Lee and Jack Kirby in The Incredible Hulk n°1" .
Igor was the associate of Bruce Banner, but he is actually a Soviet spy sent by the gang of the Waste-gas main to steal the plans of the machine of Banner.
He did not say anything when Dr. Banner left on the place launching the bomb gamma which will transform it into Hulk to save Rick Jones, an orphan student.
But while going to seek the plans at Bruce, it falls on Hulk which strikes it, which will make it possible to the soldiers prosecuting Hulk to then stop it. In prison, it sends a message with a transmitter hidden in the nail to the Waste-gas main to say that it failed in its mission.
