ISSN

ISSN ( International Standard Serial Number ) is the international number which makes it possible to identify in a single way a collection. It is reserved for the publications in series like the newspapers and the periodic S. the ISSN facilitates the data-processing management of these publications (subscriptions, quotations, cataloguing…), in the Library S for example. The books employ classification ISBN.

In France, the ISSN is allotted by the National center of recording of the publications in series.

The ISSN is standardized by the text ISO 3297 (ICS n° 01.140.20).

Presentation

The ISSN is consisted of characters “ISSN” followed by two groups of four digits, these groups being separated by indents. The last figure, located in 8th position is used as Clé of control; it can sometimes take the value “X”, which represents number 10.

Contrary to the ISBN, the figures of the ISSN do not mean anything in themselves. They are allotted sequentially, independently of the country of origin, the language, etc With each ISSN corresponds a title-key as well as a start date of publication. The completion date is normally fixed at “9999”.

The title-key is composed of the name of the publication and, possibly, of a qualifier, frequently the place of publication. For example, the ISSN “0999-2138” is associated with the title-key “Ouest-France (Rennes)”.

Regulate calculation of the key

One allots a weighting to each position (from 8 to 2 while going in decreasing direction) and one makes the sum of the products thus obtained. One preserves the remainder of the Euclidean Division of this number by 11. This number with 11 is cut off: it is the key.

Example: Is For number ISSN (with 7 digits) ISSN 0395-203 which it key of control?

Is on the whole 114 whose remainder of Euclidean division by 11 is 4 . The key of control is thus 11 - 4 = 7 .
the complete ISSN is: ISSN 0395-2037 (It is about the ISSN of the daily newspaper Le Monde ).

Remark : 11 being a Prime number, an error relating to a figure will automatically involve an inconsistency of the code of contrôle.

Attribution

The ISSN is allotted free by the National library of France to any publication in series according to the definition ISO 3297, namely:
Est a publication in series, any publication, on any form of support, which appears in successive booklets or volumes, being in general connected numerically or chronologically, for one length of time not limited in advance. This definition excludes work intended to be published in a finished number of parties.
L' ISSN is applicable to the whole of the publications in series, which they passed, present or to appear in a foreseeable future, whatever the physical support of the publication. The publications in series include/understand the periodicals, newspapers, annual publications (such as reports/ratios, directories, repertories), reviews, collections, memories, reports, acts, etc of the sociétés.

If the publication changes title, a new number is allotted to him. In the same way, if the publication is declined on various supports (electronic Publication, publication in Braille, etc), one needs a different number ISSN by support. But in all the cases, the ISSN must be visible with the naked eye (see for example the facsimile S of the newspapers stored on Microfiche S). The ISSN can be integrated in the code-bars (standard EAN 13).
