I>Télé (officially I>Télévision , such as its authorization is recorded with the SCUMS) is a French Television channel of Information uninterrupted accessible free on TNT, the cable, the satellite and ADSL TV.
History of the chain
The November 4th 1999 with 12:00, 15 years day for day after the creation of Canal+, I>Télévision (I for information) is officially launched by the Groupe Canal+. The creation of this chain of information was coordinated by Pierre Lescure (then president of the Canal+ group) and Christian Dutoit (creative of multiple antennas like Five or LCI). The leading starting axis attempted to create a bond of proximity with the concerns of the televiewers of all France, by granting a very broad place to the images coming from the ground. The chain to this end recruits young journalists reporters divided in all the country and equipped with at the same time sophisticated and light numerical means (satellite vehicles, compact cameras,…).In 2001, because of the upheavals within the group Canal+ (reinforcement of the participation of Vivendi and departure of Pierre Lescure), the chain undergoes a social plan but also multiple critics coming from the interior even of Canal+. According to some, the objective of the social plan is “to degrease” I>Télévision in order to preserve the employment of the journalists of Canal+. Indeed, parallel to the project of chain of information developed by Pierre Lescure, Alain de Greef, the director of the programs of Canal+, set up a drafting specific to Canal +, in competition with that of I>Télévision.
After the departure of Christian Dutoit (which will assume the chairmanship of the audio-visual group Expand before being named with the SCUMS), the head office of the chain is entrusted in June 2001 to Jean-Claude Pâris, a former head of Canal+ Belgium. In parallel, Bernard Zekri (music producer rap, near to the founders of the Current newspaper and of Radio operator Nova) is named director of the rédaction.
The September 9th 2002, the chain changes logo and of preparing and is renamed I>Télé .
The May 9th 2005, the chain is retained by the SCUMS for the free offer of TNT. It is accessible on the channel n° 16 since the October 14th 2005 (official launch with 19:20).
In September 2005, Jean-Claude Pâris is thanked by the Canal group + to be replaced by Valerie Lecasble. Former director of the drafting of France Soir and author of a very polemical book on Channel + and in particular on Pierre Lescure ( the Novel of Canal+ , 2001), Valerie Lecasble is close to the Institut Montaigne of Claude Bébéar, one of the shareholders of the group Vivendi to which I>Télé belongs.
To the summer 2005, the group M6 is said interested by a resumption of I>Télé because of the rise to power of information on the sixth chain. In February 2006, after the advertisement of fusion/absorption of TPS by CanalSat, Lagardere Active is said also interested by the resumption of the subsidiary company of the Canal+ group.
In 2007, whereas the chain had been included up to now in the concurrent offers (range of satellite channels TPS, cable networks and ADSL), I>Télé refuses to be diffused in the new formula of the bouquet AB-sat (AB Groupe) in front of being launched to the end of the year, which takes again to it quasi totality of chains TNT.

At the time of the starting plan organized by the direction, fine November 2007, another presenter high-speed motorboat of I>Télé announces to leave the chain and the Canal+ group: Stéphanie Renouvin (appeared in the Parisian one of the 11/30/2007).

Organizers of I>Télé approached by other chains
Several faces of the chain were contacted by other television channels: Laurent Bazin was contacted to replace Laurent Delahousse with the presentation of Secrets of topicality on M6, but he preferred to remain on I>Télé.In the same way, Samuel Etienne refused the proposal of France 3, which had proposed to him to animate new the talk show cultural daily newspaper, This evening (or never!) Disappointing beginnings on TNT
An audience lower than its young competitor BFM TV
Revealed in the newspaper Le Monde dated from the February 23rd 2006, the first audiences of I>Télé on TNT are very disappointing: created in 1999 and launched on the TNT the October 14th 2005, the subsidiary company of Canal+ is exceeded by its young competitor BFM TV, created the November 28th 2005.In February 2006, BFM TV is the first chain of information uninterrupted on the TNT with 0,7% of share of audience (percentage of the people looking at the chain compared to the full number of people looking at the TNT at a given time) on average against 0,5% for I>Télé and with a cumulated audience (percentage of people having looked at the chain at least a second in the week compared to the full number of people 4 year old and more having access to the TNT) of 27,4% (either 900.000 televiewers) on average for BFM TV against 25,7% (or 850.000 people) for I>Télé.
During the second measurement of audience in July 2006, BFM TV manages to be maintained as the chain of information number 1 on the TNT in front of I>Télé, which continues to proclaim " first chain of information in France" , by artificially adding the audiences with all the supports.
Car-proclamation in " first chain of information in France"
In a launched campaign beginning May 2006, I>Télé however proclaims " first chain of information in France" by artificially adding the audiences with the TNT (where BFM TV arrives at the head) and that of the cable and the satellite (dominated by LCI). The I>Télé direction thus announces a weekly cover of 7,3 million televiewers (higher of 27% with LCI, 55% with BFM TV and 67% with Euronews) and an average market share (on all the supports) of 0,5%. But this slogan is regarded as abusive by many professionals, LCI being absent from free TNT and BFM TV not being taken again by all the cable networks and satellites, contrary to I>Télé: its total audience is mechanically stronger compared to its two competitors, since they are not present on all the supports.
Withdrawal of the Mediacabsat study
In July 2006, I>Télé withdraws Mediacabsat study of Médiamétrie (which measures the audiences on the cable and the satellite), whereas it had always taken part in it. This study indicated LCI like the first chain of information of the cable and the satellite, with a market share twice more important than that of I>Télé.The direction of the chain justifies this choice by the increasing importance of the TNT (where it however is always exceeded by BFM TV). But this market related to in May 2006 only approximately 2,8 million hearths compared with approximately 7,5 million hearths for the cable, the satellite and the ADSL TV, according to the GfK institute. However at the end of 2006, the TNT largely developed: always according to the GfK institute, 6.825.000 receivers TNT had been sold or rented since the launching of the TNT in March 2005 (19% of the French hearths would be equipped), for which it is necessary to add more than 2,1 million cases ADSL TV, integrating the chains of the TNT.
Inversion of the tendency
I>Télé exceeds BFM TV
Into October 2006, a new Médiamétrie study on the audiences of the TNT changes gives it. I>Télé passes in front of BFM TV: it obtains a share of audience of 0,7% on average against 0,5% for BFM TV. The cumulated audience of the chain reaches 21,9% on average against 21,7% for BFM TV.End January 2007, the new investigation Médiamétrie (month of November and December 2006) nuance the dominant position of I>Télé vis-a-vis BFM TV. If the chain information of the Channel group + obtains a share of average of market of 0,8% compared with 0,5% for BFM TV, I>Télé and BFM TV are on the other hand with equality in terms of cumulated audience: 22,1% each one (each day, 1.610.000 of 7.285.000 the 4 year old elderly - 3.167.000 hearths - receiving the TNT look at the chain at least a second).
The course of 1% of audience crossed?
Over the period of the month of February 2007, I>Télé announces to have crossed for the first time of its existence the course of 1% of share of audience on the TNT, which would mean doubling of its audience over one year. I>Télé announces a total weekly cover near the 4 year old people and + having access to the chain (whatever the support) of 9,8 televiewers million and 2,6 million individuals of the category CSP +.End April 2007, the new bearing Médiamétrie study over the months of January, February and March 2007 indicates a share of audience on the TNT of 0,9% for I>Télé compared with 0,7% for BFM TV. The daily audience cumulated is identical for the two chains: 24% of the 9,8 million people having access to the TNT, are 2,4 million people, at least once look at the chain in the course of the day.
In addition to the slogan of " first chain of information in France" , I>Télé also asserts the position of " first chain of the TNT in turnover brut". The chain indeed announces to have diffused 10.386 spots on its antenna in February 2007 (against 6.364 on LCI), for the account of 161 marks (against 128 for LCI and 71 for BFM TV).
But I>Télé cannot be satisfied to make elbow-with-elbow with BFM TV. Its annual budget of almost 40 million euros is twice higher than that of its competitor. Moreover, after 7 years of existence, I>Télé " does not wish to communicate its forecast of profitability " acknowledged its managing director Valerie Lecasble at the time of the press conference of September 2006, whereas LCI is profitable since 2004, and BFM TV with balance since September 2006.
However, in October 2007, Valerie Lecable, managing director of I>Télé with the magazine the Express train declares that its objective consists with " to find balance in 2009". The Express train explains why with 6,9 million euros garnered in September, the chain would be " in its forecasts and hopes for 18,7 million on the année". Figures which would correspond with the objectives leading to the balance aimed for in 2009.
In April 2007 on television, BFM TV passes by again in front of I>Télé
According to the blog of Jean-Marc Morandini which reveals a confidential study of Médiamétrie, BFM TV would precede clearly its competitor I>Télé as from April 2007 on television, with 1% of market share against 0,8% I>Télé.July 11th, 2007, Médiamétrie places at equality BFM TV and I>Télé for the month of June 2007 with a share of audience on the TNT of 0,8% each one BFM TV has a light advantage in term of daily audience cumulated with 24,1% compared with 23,4% for I>Télé. August 5th, 2007, Médiamétrie places BFM TV at 1% of market share, against 0; 8% for I>Télé, with a daily cumulated audience of 22,6% for BFM TV against 21,5% for I>Télé.
This tendency is on television confirmed in August 2007 since in its study covering the period of July 30th, 2007 on television to September 2nd, 2007 on television, Médiamétrie place BFM TV in front of its competitor with a share of audience of 0,9% compared with 0,7% for I>Télé and a cumulated audience of 20,4% compared with 19,6% for I>Télé. The direction of BFM TV exploits then in its turn with the antenna, the slogan " First chain of information on the TNT " whereas I>Télé maintains its slogan " First chain of information of France " (by considering a combination of the audiences of the cable, satellite, TNT and ADSL).
Disappointed results of audiences of 2007 as well on the TNT as for the cable and the satellite, on September 24th, 2007 on television, Valerie Lecasble, managing director of I>Télé asked the company Médiamétrie, of " fusionner" the whole of the studies (Mediamat, TNT and Médiacabsat). According to it, only a " would count; globale" goes down for hearing;. To date, Médiamétrie does not measure the audience of the totality of the media but separately (except the IPTV and Internet). It will be noted that I>Télé had already refused to take part in the measurement of audience Mediacabsat (its competitor LCI remaining largely at the head) and that this new request for " fusion" audiences occurs after competitor BFM TV has preceded it for several months on the TNT. This request with Médiamétrie shows that the " classement" exploited by I>Télé (" first chain of information in France") consisting in adding the audiences with the various supports currently does not rest on any study.

Withdrawal of a édito of Laurent Bazin: censures or self-censorship?

October 25th 2006 with the January 24th 2007, Laurent Bazin published a Blog on the topicality. This blog was external in I>Télé but had a bond on Internet site of the chain.
At the request of the direction of I>Télé, Laurent Bazin removed one of his éditos published on his blog the December 6th 2006. The withdrawn text evoked a collective lunch between the direction of the drafting of I>Télé, its political journalists and Nicolas Sarkozy (Minister of Interior Department, chair UMP and candidate the French presidential elections of 2007). According to the account of Laurent Bazin, Nicolas Sarkozy would openly have complained “not to be saved” by the chain of information. He criticizes in particular a political journalist (Valentine Lopez) whom he calls “the small one, there”, sitting on its left. In front of the direction of the chain, it would have then called openly in question the objectivity of the whole of the French journalists whom it sociologiquement defines as “2/3 on the left, 1/3 on the right”. Doubled rather general remarks of countryside of a car-promotion follow. To note: the account remains available in the base of data of the blog.
On his blog, Laurent Bazin explained the withdrawal of this édito the December 7th 2006: " In answer to the Net surfers who wonder about the disappearance of my blog yesterday: I withdrew it (the édito entitled " Nicolas Sarkozy in her assiette" NDLA) at the request of the direction of I>Télé (of which I am paid) and who does not wish that the contents of this collective lunch with Nicolas Sarkozy be published. I regret it. " This suppression would have been required by the managing director of the chain I>télé Valerie Lecasble in agreement with the director of the drafting Bernard Zékri. If Laurent Bazin lunatic, the community of the bloggeurs will qualify this withdrawal of true censure.

The polemic around an interview of Youssouf Fofana
End February 2006, I>Télé announces on its antenna a “scoop”. Frank-Olivier Boli, corresponding in Ivory Coast of the emission I>Afrique , comes from, in quite strange circumstances, to obtain the exclusive interview of the assassin and of torture supposed (Affaire Ilan Halimi): Youssouf Fofana (what is completely illegal in France).This diffusion will make the object of violent polemics because of the questions journalistic, morals and deontologic which it poses: instead of questioning its lawyers, does one have to exploit the Interview of a prisoner during a police custody, simple fact that is held abroad? Moreover, the direction of the chain gave a copy of the complete recording of the interview to the French police force. Beyond the journalistic question, this diffusion had considerable repercussions, in particular with regard to the Jewish community and of the family of the Victime.
In March 2006, a complaint is deposited because of a heavy suspicion of Corruption (a police superintendent would have been remunerated) to have negotiated and have paid the access to Y. Fofana during its police custody in Ivory Coast. The October 30th 2006, with the antenna of the station Europe 1, the Minister of Interior Department Nicolas Sarkozy declares, concerning the decision of I>Télé to diffuse to it video of Y. Fofana: " When I see a chain which has relatively little morals to diffuse, in the business Ilan Halimi, an interview of the chief of the gang, Youssef Fofana. I wonder about the role of the media. To rather call on the criminals than with the victims, that wants to say that we do not have the same values … ". In full pre-election period, the future candidate and chair UMP seems to specify how the chain of information of Canal+ must behave and respect a certain journalistic ethics.
Excessive bipolarisation of the chains infos at the time of the French presidential election of 2007
The Superior council of audio-visual the applies the legal texts and lawful for the election time of 2007. Particularly precise and constraining rules are in force for the distribution of the speaking time and the time of antenna within the framework of the French presidential election of 2007.Speaking time: total duration of recovery to the antenna of the words pronounced by one of the candidates or one of its supports. Time of antenna: total duration of any matter (including journalistic) concerning a candidate or his supports. In the first sentence of the electoral campaign, of February 1st 2006 with the March 19th 2007, the speaking time and time of antenna on television and with the radio of the candidates were governed on the principle of " the équité" : their speaking time is then function of their representation on the chess-board politique.
March 20th with the April 8th 2007, the principle of equality of the speaking time applies (each candidate and its supports). Moreover, the equity of the time of antenna is then observed according to the representation politique.
Starting from the April 8th, with the beginning of the official countryside, the principle " of égalité" absolute of the speaking time and the time of antenna is applied: all the candidates (the official list having been published) have a strict equality in the duration of the speaking time and time of antenna with similar time slots of diffusion.
The February 19th 2007, the SCUMS observed the whole of the chains subjected to the respect of the law as regards elections. Among others, the chains of information I-TV, LCI and BFM TV were the subject of observations highlighting, the same tendency as on the hertzian chains with a " bipolarisation excessive" speaking time in favor of Nicolas Sarkozy (candidate of the UMP) and of Ségolène Royal (candidate of the PS). The members of the Superior council of audio-visual received with their request LCI and BFM TV which, like I-TV, had devoted too much speaking time to the two principal candidates with the detriment of the other candidates to the French presidential election of 2007.
LCI and BFM TV (but not I-TV) was then committed in front of the SCUMS taking without delay of " measurements; significatives" to correct imbalances of speaking time enters the various candidates to the French presidential election of 2007.
The April 19th 2007, the SCUMS published the statement of the speaking times of the candidates and their supports in the program of the French chains for the period from March 20th to April 8th. On I>Télé, Nicolas Sarkozy and his supports profited from a speaking time definitely higher than that of the other candidates: 5:30 of total duration against, for example, 4:24 for Philippe de Villiers, 4:21 for Jose Bove or 4:11 for Jean-Marie Le Pen. On the other hand, in this publication, SCUMS observe that the concurrent chains LCI and BFM TV observed a difference appreciably more equitable (reduced) between the speaking times of the various candidates.
Organization polemizes of a debate at the time of the French presidential election of 2007
Between the two turns of the French presidential election of 2007, a debate having to be organized between Ségolène Royal (PS) and Francois Bayrou (Democratic UDF/Movement) was the subject of a succession of cancellations and a violent polemic relative to " pressions" supposed that would have undergone the group Canal+ on behalf of the candidate UMP (Nicolas Sarkozy) for his cancellation. The 27 then on April 28th, 2007, the chains Canal+ and I-TV as well as the radio station France Inter should have organized and diffuse this debate on their antennas. The group Canal+ (to which belongs I-TV) gave up this debate after - according to its declarations - having taken contact with the SCUMS, which would have disadvised this emission for reason for balance of antenna and speaking time. According to the two protagonists Ségolène Royal and Francois Bayrou, pressures on behalf of Nicolas Sarkozy would have taken place during the 48 hours preceding this debate. This last would have refused to profit from the rebalancing " légal" later in its favor, relating to the antenna and speaking time exploited by Ségolène Royal.For its part, in an official statement dated from the April 27th 2007, the Superior council of audio-visual the demented person that Canal+/I>Télé would have consulted it on this question and underlines the leading freedom of these chains. This denial shows that the decision of cancellation of the debate comes from the direction of Canal+/I-TV. After the publication of this denial, the direction of Canal+ (Rodolphe Belmer) justified this decision: according to him, Canal+ would not have sufficient time antenna in light to propose in Nicolas Sarkozy for the rebalancing of her speaking time (note: this justification does not have however a direction for I-TV which is diffused in light).
Following the refusal of Canal+ and the denial of the Superior council of audio-visual the, during the same day, one learned that the televised debate would take place well saturdays April 28th 2007, but from now on on the concurrent chain BFM TV and the radio station RMC, which would have proposed his organization and his diffusion on their antenna.
Rumors of bringing together LCI - I>Télé
According to the Sunday newspaper of the April 15th 2007, the leaders of TF1 and Canal+ would study the possibility of a fusion of their chains of information uninterrupted LCI and I>Télé. The relative success of BFM TV - which will launch a new version the May 15th 2007 - would indeed worry the leaders of the two groups: the new chain of information uninterrupted carries out rather good audiences on the TNT, in spite of an annual budget of only 15 million euros. Another strategic argument in favor of this scenario rests on the fact that I-TV remains the only chain " gratuite" of Canal+, dedicated group in paid television, which is not perfectly in conformity with its comprehensive strategy.The following day, Patrick Le Lay, the president of group TF1 contradicted information : " Fusion with iTélé is not with the day order. There is no aujourd'hui" merger plan; . It is advisable to recall that a few weeks before the official announcement of the fusion of TPS and Canalsat, the direction of TF1 had also contradicted any operation of this type.
LCI is the first chain of information uninterrupted on the satellite cable and it whereas I>Télé asserts the first place on French TNT. I>Télé is however in deficit structural with a budget of 40 million euros per annum in spite of a rise of the advertizing revenues, LCI being profitable since 2004.
Non-observance of the rules Publicity advertizing cuts
May 3rd, 2007 on television, the Superior council of audio-visual the addressed a letter to I>Télé, to recall it to the order in connection with its obligations as for the rules as regards advertizing cuts, in particular in paragraph I of article 15 of the decree of March 27th, 1992, which obliges the television channels to leave one period of at least twenty minutes between two advertizing breaks during the same emission. SCUMS noted that the chain had enfreint this regulation during the emission I>Matin .SCUMS also addressed, after two calls to order, an injunction with the concurrent chain BFM TV for the same reasons. November 13rd, 2007, the SCUMS addressed a mail to i>Télé and the other national chains of information to require of them to comply with the rules concerning the insertion of advertisements during the emissions. SCUMS made a point of pointing out the rules concerning sponsoring and required of I>Télé, not to more diffuse advertizing screens made up of a single spot, in accordance with the texts in force in France.
Removal of magazines, centring on information and plan of economy with 14 departures
In an interview with the daily newspaper Parisian the - Today in France on June 11th, 2007 on television, Valerie Lecasble, managing director of the chain, announces that I>Télé will be centred with the re-entry of September 2007 on television on the topicality (with in particular the installation of sessions of information at the semi-day and between 22:00 and midnight) with the detriment of the appointments magazines. Two emissions should thus make the expenses of this centring: the newspaper of international the of Patricia Loison and the newspaper of the culture of Olivier Benkemoun which will be transformed into simple chronicle in these new sessions of information. On the other hand, recurring appointments of type talk (debates, talks, dialogs…) would not be concerned with these restrictions.This advertisement was carried out one week after the installation of the new formula of BFM TV, competitor of I>Télé on the French Digital terrestrial television.
June 30th, 2007, Valerie Lecasble, the managing director of I>Télé, presented in work's council a plan of economy accompanied by a centring on information. Fourteen voluntary departures (out of 145 paid) were in particular programmed, in order to carry out 6 million euros of economy for an annual budget of 37 million euros in 2007 (against 42 million euros in 2006).
I>Télé already knew two social plans, in June 2001 during fusion Vivendi - Canal+ and in March 2003.
Valerie Lecasble envisages a rise of 60% of the advertizing revenues for 2007, but the return to the balance of the budget only for current 2009 programs. Six emissions of talk will be also removed: four weekly magazines ( I>Care , I>Justice , I>Afrique , I>Sport ) and two daily ( I>Média and the newspaper of the culture).
The personnel considers the strike and puts the direction " under observation"
September 14th, 2007, the personnel of i>Télé and the drafting of Canal+ organize a vote with secret bulletin. The object of this vote consists in launching a strike movement immediate or to " to leave in observation" head office and leading of the chain of information (Valerie Lecasble and Bernard Zekri) for one period not having to exceed 5 weeks. The whole of the services is concerned: as well the drafting as engineering services. The principal reason relates to a starting plan of certain personnel and the strong reduction of the means of production.At least 14 paid should be " remerciés" according to the decisions of the direction, while at the same time the recruitment of journalists and " presenters vedettes" continues (as in last date, Nicolas Charbonneau d' Europe 1). The totality of the trade unions of Canal+ were mobilized following the example two preceding social plans and a " beginning of crise" to seem to engage.
The progressive change of the leading axis committed since October 2005 and especially the race with the audience and publicity in particular worsened the complex management of the chain because of the abandonment of its resources of subscription (i>Télé diffusing free on all its networks of diffusion, like the TNT). The performances of audience of competitor BFM TV still more worsen the economic and social climate of the audio-visual company.
Aggravation of the social climate of the chain
November 26th, 2007, was held a General meeting on the initiative them trade unions in order to give a progress report on the " project of relance" chain which had been presented to the month of June 2007. A new threat of strike action would have been put to vote, being able to occur as of the following days. The direction of I>Télé would affirm " that the process of validation of the revival program follows its course normal" and to add: " we cannot imagine that the employees take the risk of a strike with the dramatic consequences for the antenna that could engendrer". It seems that never the chain since its birth in 1999, did not know environment such a noxious and tended within all the personnel (journalists, technicians, production, framing, administrative…). The following day, the strike was voted by a very vast majority of paid (two thirds of them).
