Hydroelectric company of the South

The hydroelectric company of the South ( SHEM ) is a French Entreprise producing of electricity, subsidiary in the past of the SNCF. Its seat is with Toulouse.

The historical period under the aegis of the SNCF

Heiress of old the Company of the railroads of the South, it exploits 49 hydroelectric stations located in the the Pyrenees and the Massif Central, either a working installed capacity of 773 MW (or less than 1% of that of EDF). The SHEM provided to the SNCF a notable share of its current consumption of traction.

A new era under the aegis of SUEZ

An agreement of Partenariat was concluded in November 2003 between the SNCF and Electrabel, company of electricity Belgian belonging to the group Suez. It starting from May 1st, 2003 envisages on the one hand the marketing of the production of the SHEM by Électrabel for one five years duration, and on the other hand an option to sell relating to 80% of the capital.

In 2005 , Group the SNCF yielded 40% of the capital of the SHEM.

Since January 2007, the SHEM became integral part of Electrabel which holds 99,6% of its capital, and constitutes the energy arm of SUEZ.

This agreement makes it possible Electrabel to have an industrial base in the French market of the electricity starting from Hydro-électricité as with the CNR or National company of the Rhone. This profile of renewable energy producer makes it possible to improve that of Electrabel in France taking into consideration the Protocole of Kyoto which imposes constraints as regards CO2 for all the European electricians.

The produced SHEM, not like the electric an electricity of volume or mass, but of the electricity of point or auxiliary majority of the production companies. I.e. it produces with the request thanks to the tanks consisted its Barrage S an electricity delivered almost immediately on network thus has a price much more raised than the average (Logical of the marginal price).

The SHEM then makes it possible to balance the network in the event of immediate rise of the electric energy demand (Fall of the temperatures, damages on another production etc…)

Certifications of the SHEM

The SHEM is today certified ISO 14001 (environment), and more recently TüV (renewable energy).

Future of the SHEM: Renewal of the concessions and increase in the production

At the time of a meeting in April 2007, the chairman of SUEZ, Gerard Mestrallet qualified the SHEM of “ superb company, single by his history ”: “ Our will is that the SHEM can develop in all serenity. We have ambition for the SHEM. The Suez group is there to help it ”.

Among the next challenges for the SHEM: - renewal of the concession of the electric factories envisaged in 2012, - setting in conformity with the constraints imposed by the new law on water (reserved flows, environmental integration,…)'.

On the first point, during a hearing to the Senate the 3/28/2007 " Mr. Marcel Deneux, rapporteur, who questioned it on the renewal of the concessions of the Suez group for the hydraulic stations that it exploits, Mr. Gerard Mestrallet answered that the expiry of the aforesaid concessions would be, as from the next year, spread out, according to the works, for the SHEM, and would intervene in 2023 for CNR, and as its group would actively prepare its candidature as well for the renewal of the concessions of its subsidiary companies as for the attribution of the concessions exploited by EDF expiring, recalling in this respect the question, which appears to him to remain open, of opportunity, in term of optimization, of the integration of the concessions located about same a fleuve." "

In the immediate future, " Exploiting 11 hydroelectric works in the valley of Ossau, the company considers a reinforcement of the capacities (+ 100 MW) of these installations (working installed capacity = 240 MW) and studies a project of upward pumping between Pont of Camps and the Lake Artouste. These projects involve an investment of several tens of million euros. They will create several tens of employment. "
