Hubert Mbingho

Hubert Mbingho was Maire town of Tshikapa in the province of the Kasaï-Westerner in Democratic republic of Congo until the November 15th 2005.

A Decree of the November 15th 2005 of Preśident of the Republic, Joseph Kabila, placed Albert Mutombo as mayor of Tshikapa in his place.
