House of employment

the Houses of employment are local devices of the public services of the use of several countries.

The Jobcentre More of Great Britain and the Arbeitsagenturen of Germany are comparable devices.

Wallonia (Belgium)

The Walloon region (Belgium) set up starting from a program launched in 2002 of the Houses of employment, was born from the partnership between the Walloon organization ensuring the public service from employment, the FOREM, one or more communes, a CPAS (public Center of social action) or several and other operators as the local agency for employment or of the training companies, temporary work, etc

Management

Partnership conventions are signed for the installation of the houses of employment. Each one is managed by a Committee of restricted accompaniment, (communes, FOREM, CPAS). Daily management is ensured by a coordinator named by the FOREM.

The financing is assured mainly by the Walloon region but local partners ensure obligatorily a variable cofinancing (real, personal, material).

Mission

The houses of employment want to be an one-stop shopping of information and council to accompany the applicants for work in their research by work. They can there carry out their inscription like applicant for work, receive information or be directed towards organizations partners… They find there accesses to Internet, word processing, telephone, fax, documentation.

Advisers are present to accompany the applicants for work.

Establishments

In April 2007 one counted 48 houses of the use in Wallonia, distributed in the 5 provinces: the Walloon Brabant (7), Hainaut (20), Liege (14), Luxembourg (6) and Namur (5).

Two buses of employment functioned in rural areas: district of Huy in the province of Liege; 5 communes in the province of Namur.

A relay of employment had been established in a district of the town of Liege (Holy Marguerite); others are envisaged in the great agglomerations.

Brussels (Belgium)

The area of Brussels also began the deployment from houses of employment within the framework of the “Plan for the employment of the Inhabitants of Brussels”, one of the shutters of the Contract for the economy and the employment which the Area of Brussels signed with managements and labor in March 2005.

Quebec (Canada)

Several structures, which are supported by Employment-Quebec, bear the name of house of employment, in particular the House of the use and the human development of Holy-Therese-with-Blainville, founded in 2002.

The House of the use of High-Yamaska to Granby took the name of " Count of dialog-work High-Yamaska".

France

Origin

The houses of employment are an initiative of Jean-Louis Borloo, then Minister for employment, work and social cohesion, within the framework of sound Social cohesion plan.

The houses of employment took as a starting point experiments undertaken since 1993 by several local structures, supported by association Alliance Employment Cities, in particular with (Haute-Savoie)|Bonneville]] (Haute-Savoie),]] (Handle), Dunkirk (Northern),]] (Hauts-de-Seine) or Aulnay-sous-Bois (Seine-Saint-Denis). These houses of the use of first generation gathered in particular a local mission for the employment of the young people, a local plan of insertion by the economic activity (PLAICE) and a Maison of information on the formation and employment (MIFE). As regards assistance with the creation of companies, houses of employment set up devices to help with the emergence of contractors (Beacon, services of starting of projects in the districts).

Management

The houses of employment are set up under the responsibility of the territorial collectivities (common, groupings of communes, departments, exceptionally area). Y are joined together the members of the public service of employment (DDTEFP, ANPE, Assedic). Other organizations can be also present, AFPA, local missions of insertion (MLI), PAIO, PLAICE, CIO) but in a nonexclusive way. Companies, associations and social movements or organizations of support to the creation of company are also associated.

Most of the time, the houses of employment are chaired by elected officials; however, some have at their head of the independent personalities or the heads of undertakings.

Certain houses of employment also include/understand a Cité of the trades as with (Belfort, Montbeliard, Nanterre or Paris).

In several areas, conventions were signed between the district council and the services of the State for a joint management of the device of the houses of employment. It is the case for example in Alsace, Île-de-France, Picardy and Poitou-Charentes.

Missions

They aim to optimize the service rendered to the applicant for work , the Salarié S and the Entreprise S.

to anticipate the whole of the needs for the territory as regards employment and to carry out their articulation with the needs for Formation;
to inform and direct and facilitate the access and the return to employment;
to help the employers to manage their human resources and to develop or facilitate the creation and the resumption of companies.

Establishments

The installation of the houses of employment began in June 2005. The objective of the social cohesion plan was that, from here end 2008, 300 houses of employment are to be distributed on the whole of the territory.

In September 2007, the government announced the freezing of the houses of employment, in waiting of the announced fusion of the device of unemployment insurance (interprofessional National union for employment in industry and the trade) and of the National agency for employment.

227 houses of employment were labellisées under the Social cohesion plan at twelve meetings of the National Commission of certification of the houses of employment between June 2005 and February 2007. In September 2007, 155 of these structures functioned, 33 were being prepared of their starting after having signed their convention of financing with the State. 42 projects of houses of employment which in preparation on this date its were suspended. Lastly, approximately 7 projects seem abandoned or in difficuté.
