Origin of the modern areas

In 1969, the failure of a referendum aiming inter alia widening the role of the areas led to the resignation of Charles de Gaulle of the presidency of the Republic. This refusal can probably explain why, during the promulgation of the law of July 5th, 1972 creating the district councils, the districts of regional action are invested of if few capacities; they cease however being simple territories to become public corporations. They take nevertheless from now on the name of “areas”, term devoted by the law of decentralization of 1982 which will make territorial collectivities of them.

The law of March 2nd, 1982 instituted the election of the regional advisers by the universal direct suffrage, within the framework of the departments, for a six years renewable mandate. The first election took place on March 16th, 1986. The areas became territorial collectivities as well as the departments and the communes

Origin of the project

Of recent creation the 1982 areas are packed with the passing of years, in 2006 tranfert of the competence of the ports of the state to the areas. The need for buildings of services is thus in permamente evolution.
  • 1999 Michel Delebarre, president of area chooses to gather the services dispersed in 12 sites. These buildings all being rented.
  • 2002 Daniel Percheron chooses to limit the budget of the investment to the cost cumulated of the rents over fifteen years, Press release of the Area.

The project

  • to build meadows of 45000 m2 intended to accommodate District council of the Nord-Pas-de-Calais
  • Inserted in the urban networks with, a crossing street
  • a belfry, a northern zone Elected ; room of the council; room of assembly pléiniére and a southern zone Executif
  • Of the levels of offices located at more 12 measure allow a general circulation of the building

Architects of the contest

  • on November 10th, 1999 Michel Delbarre joined together the jury charged to designate 5 teams of control of work for the contest
  • 57 teams introduced to a candidature
  • after deliberation of the Jury five teams of architects are retained of which Luc Delemazure which will gain the contest associated with the architects Sirs Neveux, Leviel and the cabinet Wilmotte of Paris in architecture of interior.

Incidents of Building sites

  • Fortifications Vauban (Foundations) had been detected at the beginning of the project
  • the Ditches of the fortifications embanked with craons demolitions of a Blockhaus involved special foundations
  • Désamorçage of a bomb
  • Explosion of a bottle of gas being used with the building site involving of the damage on approximately 100 m2 as curtain walls and thus some delays but no victim.

Startup

  • 2007 sees the arrival of the services while the zone Elus and in construction
