History of the councils of youth
In France, the Councils of Youth are institutional places of listening and expression of the young people from 16 to 26 years. They have vocation to found the practice of frank and sincere meetings between the young people and the political officials, the institutions, the components of the civil society.
They must make it possible to the young people to be concretely associated with all the public decisions which interest them.
The stake of the Councils of Youth is also that of the reconciliation of the generations, through a dialog true and enriching for all
Some dates
1955
A decree of Edgar Faure founds the June 22nd 1955 in each government department a commission having to treat problems youth which relates to it, by as far as possible associating the young people themselves. The association of the young people to the public decisions which relate to them starts.
1997
Following many local meetings (nearly 1700) initiated by the ministry for youth and the sports, which implied nearly one hundred thousand young people, a national meeting is organized November 29th and 30th 1997, at the National institute of the Youth and the Popular education (INJEP) of Marly-the-King, in Yvelines, with 300 young people and in the presence of several ministers, of which the Prime Minister.
This national meeting leads to a whole of proposals for measurements (an about sixty) in favor of the young people, that the Government is committed implementing. Among these measurements, the installation of the Councils of Youth appears, as well at the national level as departmental.
1998
January 31st, 1998, are created officially the Permanent Council of Youth and the Departmental Councils of Youth charged to follow the implementation of decided measurements to Marly-the-King, to continue the dialog with the institutions, and to be associated with the government projects concerning the young people.
The whole of the Councils of Youth concerns nearly 3000 young people, of all horizons (associative, trade-union, political), on the whole of the territory.
On December 12th and 13rd 1998, a first national meeting of the Councils of Youth is organized in the University International City of Paris.
1999
A second national meeting of the Councils of Youth is organized December 4th and 5th 1999, in the buildings of the University Paris II the Pantheon Assas.
After almost two years of operation of the Councils, a first assessment starts to take shape: great diversities of operation enters the councils, failures and successes, an incipient interdepartmental recognition, and especially an expansion of initiatives as well local as national. The Councils of Youth do not limit themselves any more to one step of association of the young people to the decisions which relate to them but become a real force of proposal and catch for a direct initiative of the young people.
The national meeting also provides the foundations of a renewal of the members of the Councils of Youth intervening in the current of the year 2000.
2000
From March 18th to 25th 2000 is held a “Festival of the Citizenship”. Nearly 1000 projects were listed at the departmental level and the national level, illustrating the capacity of the young people to assemble projects and to dialog with the institutions.
In May 2000, the second generation of the councils is set up: departmental councils in each department, and with the national plan the Council of youth.
The Prime Minister decides to devote the councils like the institutional place of exchanges between the young people and the Government. May 12th, 2000, it meets, with 11 of its ministers, the new Council of youth to the large market of the Villette.
2001
The law n°2001-624 of July 17th, 2001 (article 12) carrying various provisions of economic order and social, known as law DDOSEC, ensures the perenniality of the national council of youth.
October 13rd, 2001, at the House of the Radio, in Paris, the Prime Minister, accompanied by many members of the government, meets the national council of youth again, to give a progress report on the impact of the government policies on the young people, like on becoming to it proposals formulated by the young people.
2002
The councils of youth are renewed one second time.
The decree n°2002-708 of April 30th, 2002 and the ministerial decree of May 3rd, 2002 complete the recognition by the texts of the councils of youth, by in particular offering a true legal base to the departmental councils of youth, all in softener the modes of recruitment and designation of their members.
2003
The national council of youth works with the drafting of his first management report, deposited on the desks of the National Assembly and of the Senate, thinks of its organization and prepares the publication of its studies on the image of the young people in the media.
The councils of youth contribute actively and in a way noticed to the great national debate on the future of the School, like with sat road safety.
2004
Spring 2004 sees to take place the third renewal of the councils national and departmental of youth.
May 12th, 2004, the Minister for youth, the sports and community life receives hands of the secretariat of the CNJ the final declaration worked out at the time of the European Conference of the young people of April 2004, which joins together proposals aiming at supporting " the engagement and voluntary activities of the young people in Europe élargie".
From June 24th to 27th 2004, the summer school of the CNJ provides with in the chair his organization and Jean-François Lamour the foundations of work of the CNJ for the two years to come.
September 29th, 2004, the rules of procedure of the national council of youth are fixed.
2005
January 22nd, 2005 is inaugurated new Internet site of the councils of youth, entirely interactive and managed under the responsibility of the young members of the CNJ and the CDJ.
January 24th, 2005 takes up duty the national delegate near the councils, whose mission is to ensure the mediation between the young people of the councils of youth, the administrations, the institutions and the political officials.
The universities of winter of the CNJ, which was held from February 3rd to 6th 2005 on the site of Voiron (Grenoble) of CREPS the Rhone-Alps, launch a “work group on the future of the CDJ”. This last has the role of taking stock of seven years of existence of the CDJ and of proposing to the minister the useful adaptations for an optimal operation and of a recognized effectiveness of these authorities of participation of the young people.
The summer school of the CNJ was held from June 25th to 28th 2005 with CREPS of Dinard. It was the occasion for the work group on “the future of the CDJ” which had been set up at the time of the university of winter at Voiron, gave its conclusions. The ministry will study how to integrate these last in the new departmental council of youth, the sports and community life (CDJSVA).
2006
A new work group was set up, which thought of the reform of the statute and the presidency of the CNJ. This made up work group voluntary members returned its conclusions at the time the university of winter of the CNJ, which was held from January 26th to 29th 2006 in Paris. The final decisions relative to a reform of the CNJ should be voted by an extraordinary assembly of the CNJ in May 2006.
The members of the national council of youth will be renewed as a whole this summer 2006 for a mandate which will run until the summer 2008.
The decree n°2006-665 of June 7th, 2006 relating to the reduction of the number and simplification of the composition of various administrative commissions gives a report on the appearance of the Departmental Councils of Youth, the Sports and Community life (CDJSVA).
