As of the Release the royal Question bursts. It is related to all the Histoire of Belgian monarchy. It is the central data of the years which follow the Release, and whose successive governments will have also to ensure the rebuilding of the country.

The rebuilding

The economic apparatus of the country was relatively saved by the war what will facilitate the re-starting of the economy and will maintain Wallonia in the illusion that this apparatus would not have to adapt to the economic transfers and techniques. The Prime Minister Achille Van Acker lance famous the battles of coal . To gain it, one calls initially upon the German prisoners of war. The independence of Congo

Belgium had succeeded in cutting a colonial Empire wide in Africa, the fourth of the world after the English, French and Russian Empires. The general strike of 1960-1961

The general strike of the winter 1960-1961fut started against a programme of austerity of the Eyskens Government. One agrees to say that André Renard was the heart. In 1962 this movement will give an opinion in the question of the Fourons. it will organize in 1963 vast a Walloon Pétitionnement which will collect more than 600.000 signatures. In its wake, from the parties like the Walloon Parti the workers then the Walloon Rassemblement will be born.

One can say that after the royal Question and before the Crise of Leuwen, the General strike of the winter 1960-1961 are the events which will lead to a deep transformation of the distribution of the capacities into Belgium to arrive at the federalism.

Economic progresses and social

With the elections which follow forces it strike of 60, the Socialists, with the general suprise are maintained. The PSC loses its absolute majority with the Senate and moves back in a general way while the liberals do not carry out significant progresses. Finally, is set up a large government of center-left with the PSC and the PSB, chaired by Théo Lefèvre. The fixing of the linguistic border

In fact, a linguistic Frontière had already been traced in 1932. In 1962, it acts as one said in these years of the " clicher" , that is to say to fix it definitively whereas certain passages of communes of Wallonia in Flanders or the reverse was still possible in 1932 (or of Brussels to the Flanders and the reverse).

The first project of stereotyping of the linguistic border was filed in with the Room on November 14th 1961. In fact the Center Harmel lengthily had studied this question since 1950 and had proposed the most complete homogenization of the provinces and the districts. On the contrary the Minister Arthur Gilson proposed that certain Walloon communes or French-speaking people (Mouscron for example), keep their linguistic mode, but remain (like Mouscron), in the Flanders-Western province of . The more radical Flemings and Walloons wanted on the other hand to better reveal, by the layout of this border, the entities Flanders and Wallonia and as they were dominant in the Center Harmel, their point of view prevailed, which alerted the partisans of the maintenance of the unit of the State. One cannot according to them reveal without danger the two essential components constitutive of the State: population and territory; it would be enough to add to it, the come favorable moment, of the autonomous political institutions so that Belgium disappears. . Enough curiously, Flemings and Walloons had gotten along within the Harmel Center to maintain the Fourons in Flanders (in the province of Limbourg) and besides on all the layout of the border, the Walloons seeking to avoid the confrontation on Fourons not to dissatisfy their Flemish interlocutors very dissatisfied with the fate of the commune of Enghien which of Flanders had passed to Wallonia in the Années 1930.

It is the opposition of the population of Fourons itself to the spirit prevailing in the fixing of the linguistic border which envenima discussions. Finally, on the vote of the whole of the project, as well with the Room as with the Senate - and that because of alone Fourons - the linguistic border was adopted following a vote which opposed the majority Flemings in the two rooms to the minority Walloons. The question of Fourons was going to poison the Belgian political life for a long time. On the other hand, in the agglomeration of Brussels, the government project envisaged the annexation with this one of six communes Wemmel, Drogenbos, Linkebeek, Rhode-Saint-Genesis, Wezembeek-Oppem and Kraainem. The Flemish movement was opposed to it through violent demonstrations. In front of impossibility of slicing, the Prime Minister went to give his resignation to the King who refused it. He then convened a conclave with Valley-Duchess which arrived to a compromise: while remaining in Flanders, the six communes were seen granting a special diet known as of '' facilitated '' for the French-speaking people. This compromise was ratified at the Parliament with strong in July 1963 majorities. The question of the fate of these six communes is always currently discusses it.

The expulsion of the Walloons of Leuwen (Leuven)

The question of Leuwen, treated in detail with the page Crisis of Leuwen, considered about the national plan, put especially fine at the Coalition government chaired by Mr. Paul Vanden Boeynants which had decided to put the Community Problèmes in Belgium at the refrigerator . The greatest Belgian political party of then, PSC was divided into a Flemish wing and a Walloon wing which will become it more and more ending up forming two distinct parties. In Brussels, created for itself a French-speaking PSC under the crook of François Persoons which was going finalemernt to pass to FDF and an attempt at regrouping of the French-speaking and Dutch-speaking Inhabitants of Brussels under the crook of Paul Vanden Boeynants. In spite of the very large success of this list in the agglomeration of Brussels, the parties known as Community will progress so much to Flanders (Volksunie), that in Wallonia (Walloon Rassemblement) and in Brussels (FDF).

The first reform of the State: introduction of the communities

At the end of 1968 was going to create a coalition government grouping the social-Christians and the Socialists who was going to attack the first reform of the State whose was to emerge in 1970 the installation of the two great communities of Belgium called then Communauté of language Dutchwoman and Communauté of French language with each one a Parliament made up either of the Dutch-speaking senators and deputies, or of the senators and French-speaking deputies, but without executives. As for the Areas, their principle was recognized by article 107 quater of the Constitution (in the classification of then), but without implementation effective of their operation which was to intervene only after long debates in August 1980, at least for the Flanders and Wallonia, the question of the Région of Brussels being definitively sliced as for its operation only in 1988.

Economic crisis and austerity

In the last years 1970 the mechanism typically Keynésien of the loan and public expenditure to start again the economy is stopped: the economy is not started again and the national debt grows. It will pass in ten years (1982-1992), of 2000 billion to 12.000 billion and that, in spite of the efforts of austerity of the two governments (1982-1985 and 1985-1987), of Wilfried Martens and Jean Gol, combining social-Christians and liberals. The apparent contracting of the prospects which the idea of the division of the country in several federate entities could give is largely compensated by the new horizons that in fact these new realities are given, either Europe for each one of them, or the Francophonie for the Wallonia and Brussels, or of vaster engagements in the world, again for the three Belgian entities, or through the international relations that they set up, or through the bonds maintained with the old colonies (Rwanda, Congo-Kinshasa, Burundi), or through the participation in the military forces of pacification of UNO or of NATO in Africa, in the Middle East, in Afghanistan, in ex- Yugoslavia.
