High council of the Francophonie

The High council of the Francophonie is an organization created the January 19th 2004 (initially under the name of “Advisory counsel of the francophonie”) by the International organization of francophonie (OIF). It has the role of being a reserve of ideas for this organization.

It succeeds the “High council of the francophonie” which, created in 1984, had the same function near the President of the French Republic, and had a comparable structure. (The difference between the two is thus that the new High council works from now on within a multilateral framework).

More precisely, the missions of the High council are of three orders:

a role of observation of the linguistic evolutions within the States, governments and international organizations.
a role of research, observatory and information on the international francophonie in its various aspects (role which is concretized in particular every two years in the form of an important situation report on the francophonie in the world).
a role of analysis, identification, futurology and proposals on the orientations of the policy of the francophonie.

It is chaired by the General secretary of the International organization of the francophonie (currently Abdou Diouf), assisted of a vice-president (currently: Boutros Boutros-Ghali).

The High council of the francophonie gathers forty world, selected personalities for their attachment with the French language, their height of sight and their independence of mind, and which gather annually as an ordinary session. These personalities, which all are not originating in French-speaking countries, are:

Jean-Marie Klinkenberg, of the royal Academy of Belgium, professor with the University of Liege, vice-president of the Superior council of the French language of the the French Community of Belgium;
