Health insurance in Switzerland
The Swiss Health insurance in , is organized by a federal Loi, the law on the health insurance or LAMal . It provides that each Citoyen is obligatorily insured against the risks related to the Maladie and with the Accident S.
History
It is coming into effect on January 1st 1996 by replacing the LAMA 1912. The revolution of this law was to introduce an obligatory character with the basic insurance in the event of disease or accident in Switzerland.
-
on October 26th 1890 the people and the cantons accept the article 34bis federal Constitution charging the Confédération with regulating, by legislative way, the Social Security in the event of accident and of disease.
- Adopted by the Parliament on October 5th 1899, the " federal law on the insurance in the event of disease and of accidents including the insurance militaire" , known as " Lex Forrer" , rejected by the people on May 20th 1900 was .
- on June 13rd 1911, the Parlement adopted the federal law on the health insurance (LAMA), adoption which was confirmed by the people on February 4th 1912.
- Into force since 1914, the LAMA was modified only by only one important partial revision, in 1964, and this same if commissions of experts examined in 1921, in 1947 and 1952 of the projects of revision.
- As of the end of the year sixty however, the attempts at revision followed one another but they balanced all by a failure, the last being the refusal of the law on the health insurance and maternity (LAMM), put under roof by the Parliament on March 20th 1987 and rejected by the people on December 6th 1987.
- the gaps of the system instituted by the LAMA were increasingly obvious and, with the passing, one realizes that almost all the possibilities of reform were considered, some of them having even been the subject of a decision of the Parliament. But on the other hand, one is struck by impossibility or the incapacity to implement least reforms, however urgent, which had been proposed. After the failure, in front of the people, of the last attempt at revision accepted by the Parliament, the LAMM of March 20th 1987, the Government had requested four experts to present reform proposals. It then adopted some guiding principles and established a commission of experts of which work was used as a basis for the bill that it presented on November 6th 1991. After amendhaving amended it on certain points, the Parliament adopted the federal law on the health insurance (LAMal) on March 18th 1994.
- the new law ( LAMal ) repealed and replaced the LAMA; it is coming into effect on January 1st, 1996 after the Government had to subject it to the popular vote, on December 4th 1994, following the result of a referendum launched by four different movements.
Organization
There exists in Switzerland several tens of cases of health insurance which all are of the privately held companies. There does not exist in Switzerland of official sickness insurance. A popular initiative of passage to a system of single sickness insurance with premiums fixed according to the income was rejected on March 11th, 2007 by more than 71% of the voices.
