Hautepierre

Hautepierre is a district of Strasbourg.

In order to contain the urban extension towards the west of the Agglomeration, the plan of directing Urbanisme of Strasbourg of the years 1960 envisages the construction of a “piece of city” of 253 Hectare S in common limit of .

Localization

Established in the west of the town of Strasbourg to the locality " Hohenstein" , translated into " Hautepierre".

In the south, the district of Hohberg and the sector of old the Forging mills of Strasbourg (Strafor), in north Cronenbourg, with like limit the road of Oberhausbergen (axis of Strasbourg towards Kochersberg) and the Holy sector Antoine.

In the east, Cronenbourg, separated by the way from Railroad " special marchandises" ; in the west fields of Eckbolsheim and Oberhausbergen.

That represents 253 ha divided into two by penetrating the highway has 351, coming from Saverne via the Trunk road 4:

  • Hautepierre itself (initially Northern Hautepierre) of 179 ha
  • the Park of the Potteries (initially Southern Hautepierre) of 71 ha.

Lawful situation

The district of Hautepierre developed within the framework of a Urban development zone (Z.U.P.), created by stopped S of December 28th, 1964 and of March 16th, 1967, approved by the Superior council of architecture and town planning on May 22nd, 1967. Installation is conceded with the S.E.R.S. (Company of Installation and Equipment of the Area of Strasbourg, company of mixed economy).

The first oil Crisis having sounded a crushing argument of the principal extensions, the project was limited to its northern half. The local by-law of September 14th, 1977 reduces the Z.U.P. to its first section. The Park of the Potteries is the subject of a Reach development concerted (Z.A.C.) by ministerial decree of December 18th, 1984.

The space management is ensured by a free property owners' syndicate, a.S.E.R.H. (Property owners' syndicate of the Residential Whole of Hautepierre).

Architectural concept, construction

The project wanted to be innovative, while endeavouring to bring solutions to the defects of the great units. He wanted to answer so that one believed to correspond to the requirements of modern civilization, in particular as regards motor vehicle traffic. The studies of circulation and organization of urban fabric thus determined the choice of a structure hexagonal E in " Honeycomb s" who divides space into under-districts called " meshs ". Inside zones of calm were maintained, the motor vehicle traffic being carried out in Périphérie. The meshs constitute as many units which gather the equipment of vicinity: crib, school, Gymnasium; inside meshs advance S Piéton S and green areas are spared.

The district was designed by the Architecte S P. Dick then P. Vivien. There was to be 13 hexagonal meshs on the whole of the district (southern and northern).

The earliest achievements residential related to the meshs Éléonore and Catherine (1969-1971), then Jacqueline (1969-1973); the meshs Brigitte (1973-1975) followed and Karine (1973-1981).

The end of construction of the dwellings is about 1984, Brigitte mesh and along the road of Oberhausbergen. At the same time the construction of the Park of the Potteries started.

The district is fed in district heating (heating and medical warm water) by a thermal power station , installed in edge of highway and sector of the Forging mills of Strasbourg; this produced equipment, in Cogénération, of resold electricity at Électricité of Strasbourg.

Female first names were allotted to the various meshs, but they are used more only for the residential meshs.

Main roads

The meshs are separated by Avenue S from Circulation Automobile, for the service road and the transit, in one way:
  • Molière, Root, Crow of direction to south-eastern tendency - the North-West
  • of the bars between the avenues above: Dante, Cervantès, Shakespeare, Tolstoï.

  • Éléonore : for half in social Housing (Cus habitat) and for half in Joint ownership, schools, gymnasium, antenna of the Allowance office Family
  • Catherine : for approximately 2/3 in residences Cus habitat and 1/3 in joint ownership, schools, shopping mall (in the course of rehabilitation), social center and cultural the Roller
  • Jacqueline : rental sector 1/3 Sibar, 2/3 Cus habitat, schools, gymnasium
  • Brigitte : 1/2 of social housing Cus habitat, 1/4 in small joint ownerships, 1/4 in houses, cribs, schools, College Érasme (approximately 500 pupils), community center Protesting Martin Bucer, House of Childhood, posts police force, " Small Bois"
  • Karine : 3/4 in social habitat Cus habitat and New Home of the East, 1/4 in houses, schools, gymnasium, appendix of the social center and cultural " Passerelle" , college François Truffaut (of capacity approximately 700 pupils)
  • some joint ownerships and houses between the Molière avenue and the road of Oberhausbergen.

  • the shopping mall , with the Hypermarket, the Catholic church Saint-Beno4it cheese, the Theater of the Link , the Library, the Town hall of district (Irene mesh)
  • the ½ mesh Anne (left northern): marketing activities, including one automobile Concession naire
  • the sector Athéna , in the south-east of the district, with a primarily tertiary activity, of which a mutual insurance company, A.N.P.E. (National agency for Employment), old warehouses of the Brewery.

The Plain of Plays and the Park of the Sports

They occupy 47 ha:
  • Flat of Plays : green areas of relaxation
  • Park of the Sports : stage of Athletics, swimming pool, Cycle-racing track, gymnasium, seat and grounds of the League of Alsace de Tennis , seat of the League of Alsace de Football Association (L.A.F.A.), grounds multisports
  • Playing field and of Adventure
  • family Gardens

  • 3.614 residences in hiring (2 894 social) and 1.357 residences in joint ownerships or houses

Approximately 16.700 inhabitants in 2004 (either about as much as Sélestat!)

Hautepierre is one of the districts of France where the proportion of young people is most important. The population is resulting from approximately 50 Nationalités.

Evolution of the district

The Concept was ambitious and innovating. But time proved that the positive aspects of this structure in meshs (proximity of the school facilities, tallies of life pleasant and making safe for the small children) had negative consequences for the displacements (in particular for nonthe residents).

This urban experiment will not be reproduced. She is regarded as one of the causes of the social failure which the district represents, which suffers in addition from a real lack of social diversity. This situation is very often reported by the Média S, as well local as national, because of presence of the chains of Télévision, on the spot, in Strasbourg (related to its role of European Capitale).

The Tram , line has, opened in autumn 1994, serves the district partly, with the Station S " Hospital of Hautepierre" , " Dante" , " Hautepierre Link " (terminus). It gives access to the center town of Strasbourg in approximately ¼ hour. Lines of bus of " rocade" 70 and 50 are in correspondence with Hautepierre Maillon; the transverse line 4/4a has a terminus at this same station.

The cycle tracks are quasi non-existent, but the advance in the meshs is relatively easy, on the level of the pedestrian sectors,

The district, since January 1st, 2004, is classified in Free urban zone .

Within the framework of the national policy of the Relative law to solidarity and the renewal urban (S.R.U.), a project was lodged with the National agency for the Urban renovation (A.N.RU.), at the end of 2006.

the Zenith:

Established in Eckbolsheim, along A351, near the " Sporting park of Hautepierre" the opening is programmed for the beginning of the year 2008. And for the inauguration the " W9 VIP Live" organized by the chain of TV W9 and M6 Évènements on January 9th, 2008 with 21:00. With the program several artists of which: Amel Bent, Alizée, Christophe Maé, Lorie, and full with other artists whose name is not yet known will make the joy of inaugurating this splendid room. " Enfoirés" from January 23rd to 28th 2008 are also envisaged. The global budget for construction amounts to 48,62 M€, (dealt with 68% by the Urban community of Strasbourg) and the General advice of the Low-Rhine, the Alsace Area and the State. 30 M€ will in addition be allocated with the adjustment of the accesses and the access. The entire amount is of 78,62 M€ thus!

In Strasbourg will be the 15th Zenith to open in January 2008, after that of Limoges in March 2007 - St-Etienne as Strasbourg is also still in construction -, Amiens and St-Denis of the Meeting started of the feasibility studies…
